With more than 50 years of international experience in engineering, project management and construction consultancy, Bruno D’Arcangues, Managing Director of Artelia Cambodia has worked across Europe, the Middle East and Asia, leading the delivery of major building, industrial and infrastructure projects.
Today, he leads a multidisciplinary team supporting public and private sector clients in the successful delivery of complex developments throughout the Kingdom. In the conversation, Bruno shares his perspective on Cambodia’s evolving construction market, the opportunities shaping the country’s future and Artelia’s role in supporting sustainable development.
Cambodia has experienced significant economic and urban development over the past decade. How would you describe the evolution of the construction and infrastructure market?
Bruno: Cambodia has undergone a remarkable transformation over the past decade. Economic growth, urbanisation, and increasing foreign investment have significantly reshaped the built environment and created new opportunities across multiple sectors.
While real estate development remains an important driver, we are also seeing strong momentum in areas such as industry, manufacturing, logistics, healthcare, education, and infrastructure, reflecting the country’s broader economic diversification. At the same time, expectations have evolved. Developers, investors and project owners are increasingly focused on quality, sustainability, cost control, and delivery certainty.
This is creating growing demand for professional engineering, project management, and advisory services capable of supporting more sophisticated and technically demanding projects.
Artelia operates in more than 40 countries worldwide. How does Artelia Cambodia support clients in the Kingdom?
Bruno: Artelia Cambodia provides engineering consultancy, project management, and technical advisory services throughout the entire lifecycle of a project.
Today, our teams support local and international clients across a wide range of sectors, including education, healthcare, hospitality, industrial, and commercial developments. Bruno: Cambodia continues to develop at an impressive pace. Urbanisation, industrialisation and infrastructure investments are creating significant opportunities for both local and international businesses.
At the same time, delivering successful projects requires careful planning, strong governance and highly skilled professionals.
As projects become increasingly sophisticated, expectations regarding quality, sustainability and efficiency continue to rise.
Artelia is involved in many complex projects around the world. What are the key ingredients for successful project delivery?
Bruno: Successful projects are built on strong foundations long before construction begins.
Clear objectives, effective planning, transparent communication and proactive risk management are critical throughout every stage of a project. Equally important is the ability to bring together all stakeholders around a shared vision and common goals.
As projects become increasingly complex, success depends not only on technical expertise but also on collaboration, anticipation and disciplined execution.

As industrial projects become increasingly complex, we also place strong emphasis on the anticipation and management of operational risks, ensuring that safety is integrated from the earliest design stages through construction and commissioning.
More broadly, our ambition is not only to support individual projects but also to contribute to the professionalisation and long-term development of the construction and engineering sector in Cambodia.
What advice would you give to international investors who are considering Cambodia as their next destination for growth?

Like any emerging market, success requires preparation, local knowledge and choosing the right partners. Investors who take the time to understand the market and build strong relationships will discover a country with considerable potential and an increasingly dynamic business environment.
After more than 50 years in engineering and leadership, what is the most important lesson you have learned?
Bruno: One lesson has remained constant throughout my career: successful projects are ultimately about people. Technology, processes, and technical expertise are all essential, but long-term success depends on trust, collaboration, and integrity.
The best results are achieved when talented people work together, share knowledge, and remain focused on a common objective. For younger professionals entering the industry, my advice is simple: stay curious, continue learning, and embrace change. The industry will continue to evolve, but the importance of professionalism, teamwork, and commitment will never change.
