JS Group has officially opened JS Tower in Phnom Penh, completing the rebranding and transformation of the development previously announced as Chief Tower during its topping-out ceremony in 2023.

Following changes to its business direction and commercial positioning, the approximately 170-metre building reverted to the JS Tower name before its official opening on August 7, 2026.

The change reflects more than a new identity. Initially conceived as a conventional office project, JS Tower has evolved into an integrated business and lifestyle destination combining Grade-A offices, hospitality, restaurants, retail and entertainment.

Located in Boeung Keng Kang I, commonly known as BKK1, the launch brought together government officials, business leaders, investors, project partners and media representatives.

Opening During a More Competitive Property Cycle

JS Tower enters the market as Cambodia’s property sector continues to face softer demand, falling residential prices and an oversupply of commercial space following years of rapid development.

Recent market research indicated Phnom Penh had approximately 1.2 million square metres of office space in the first half of 2026, with occupancy estimated at around 64%. Grade-A office rents averaged approximately US$24 per square metre per month, giving businesses greater negotiating power as property owners compete for tenants.

Against this backdrop, new developments increasingly need to compete through location, flexible leasing, tenant experience and complementary services rather than office space alone.

JS Tower’s combination of commercial facilities with hospitality and entertainment attractions could help distinguish it from conventional office buildings while creating regular activity throughout the development.

Flexible Offices Create New Opportunities for Businesses

The tower’s Grade-A office component provides flexible configurations for companies of different sizes, including startups, SMEs, established Cambodian businesses and international firms entering or expanding in the Kingdom.

Companies can secure a prominent BKK1 address without necessarily leasing an entire floor, lowering the entry barrier for businesses seeking to move from traditional shophouses into a more professional corporate environment.

Tenants will also have access to hotel accommodation, restaurants, meeting locations and leisure facilities within the building, providing added convenience for employees, clients and visiting business partners.

In a more tenant-favourable property market, JS Tower is positioning itself as a complete commercial ecosystem rather than simply another office block.

International Brands Expected to Drive Visitor Traffic

JS Tower will house Southeast Asia’s first Planet Hollywood Hotel, featuring 148 themed rooms, alongside Gordon Ramsay Burger—the celebrity chef’s first restaurant in the region.

Gordon Ramsay Burger is expected to open in October 2026, while Planet Hollywood and other attractions will be introduced progressively.

The development will also feature Cambodia’s first 360-degree observatory deck, a cantilevered infinity pool above Phnom Penh’s skyline, themed dining concepts and immersive entertainment experiences.

These attractions are expected to bring business travellers, tourists, residents and local consumers into the building, potentially increasing visibility and commercial activity for its office, retail and food-and-beverage tenants.

From Chief Tower to a Broader Commercial Vision

The rebranding from Chief Tower at the 2023 topping-out stage to JS Tower at its official opening reflects the project’s broader evolution.

Rather than entering an already competitive market as a standalone office building, JS Group has repositioned the project as its flagship “Destination of Wonder,” where visitors can work, stay, dine and access entertainment in one location.

The development also shows that major property projects continue to reach completion despite Cambodia’s challenging real estate cycle. However, attracting tenants, sustaining visitor traffic and maintaining long-term occupancy will remain the critical commercial tests.

As its remaining hotel, restaurants and entertainment facilities begin operating, JS Tower will seek to establish itself as both a prominent corporate address and one of Phnom Penh’s newest visitor destinations.
