JS Property International, a property developer in Cambodia’s real estate sector has celebrated the topping-off ceremony of its flagship project, Chief Tower, in Phnom Penh. Over 100 attendees, including prominent players in tthe Kingdom’s finance and real estate sectors, came together to commemorate this significant milestone in the construction industry.
The topping-off ceremony, a longstanding tradition in the construction industry, marks the completion of the building’s structure. For the JS Property International’s executive team behind Chief Tower stated it was a moment of immense pride and accomplishment.
Iconic mixed-use development in the heart of Phnom Penh
Chief Tower, set to become an iconic mixed-use building and one of the tallest towers in Phnom Penh, situated in the affluent residential area of Boueng Keng Kang (BKK1) adjacent to the Phnom Penh busiest street on Monivong boulevard. The tower caters to all tenants including foreigners and locals with thriving businesses, entertainment, leisure, and attractions, and embodies the concept of “Living Life. Fullness”.
With the tower’s completion expected in 2024, the 40-storey building comprises 29 units of retail shoplots, 275 units of offices and 135 hotel service suites. With the growing industrial and financial sectors in Cambodia, the demand for office space is expected to increase.
Executive Director of JS Property International Okhna Koy Le San, expressed his gratitude at the topping-off ceremony, stating, “It is a great privilege to announce that we are currently sitting on top of a state-of-the-art mixed commercial building 166.3m above ground level, which we name Chief Tower.

“Chief Tower will be an iconic landmark building and will be one of the main mixed use development buildings in Phnom Penh. The tower boasts several unique features, including a cantilever infinity swimming pool that protrudes two meters out and offers a thrilling adrenaline rush for daredevils,” he added.
‘Same same but different’ with three firsts
Managing Director of JS Property International Dato Jack Yap explained that Chief Tower will be “same same but different” from other business towers in the area boasting several firsts, such as the first Planet Hollywood branded hotel in ASEAN, a see-through cantilever infinity pool, and a fully automated car park system.
He noted that the office designs and layouts are specifically tailored to small and medium businesses, while all 25-storey offices’ size and layout are specifically designed to fit the needs of growing small and medium businesses where normally they have a workforce of 3-8 staff with decent meeting rooms, pantry, and owner’s room size.
“At Chief Tower, small and medium business owners can now own or rent a premium address office with a reasonable purchase or rental price. I believe this will be very different from other premium towers,” he added.

As the tower’s name holder, one of Cambodia fastest growing commercial banks Chief Bank will be the tower’s anchor partner with its flagship branch located on the ground floor.
Chief Bank CEO Dr. Soeung Morarith said: “Next year, Chief Bank headquarter will be moved to Chief Tower where we own certain floor area. The relocation will mark a new milestone in the development of Chief Bank in Cambodia and demonstrate the Bank’s commitment to the country.”

The developers have also chosen one of Cambodia’s leading property management firms Knight Frank to assist with the day-to-day running of the tower once the handover is complete the company had also assisted the developers with valuations during the initial phase.
With completion set for 2024, Chief Tower is poised to become a new hub for business, entertainment, and leisure in Phnom Penh.
