Government Partners with Private Sector to Provide Digital Tools to Help Informal Businesses Build Financial Records, Access Finance

The Coordinating Committee for the Development of the Informal Economy (CCDIE) and Bill24 Co., Ltd. signed a three-year cooperation agreement on Monday to help informal businesses adopt digital tools, improve business management and build reliable transaction records that can strengthen their access to formal financial services.​

The signing of the Memorandum of Understanding was witnessed by H.E. Hem Vanndy, Minister of Industry, Science, Technology & Innovation and Chairman of the CCDIE. A key focus is helping informal businesses establish proper records of sales, payments and cash flows.

Viable operations but limited financial documentation

Many small businesses have viable operations but limited financial documentation, making it difficult for financial institutions to assess their performance and repayment capacity. Digital transaction records can provide a clearer financial profile, enabling more data-informed credit assessments and potentially reducing reliance on traditional collateral.

Under the MoU, registered informal economy actors can receive a free one-year subscription to BillFlow Professional and/or GoodVibes POS GoPro to manage billing, sales and business transactions digitally. They can also access free KHQR online payment services during the initial subscription period.

Participants will also receive free onboarding, product training and demonstrations, regular workshops and webinars, and online technical support throughout the initial subscription period.

A growing package of benefits for the informal economy

Beyond these digital tools, the government’s ministries-institutions and private sector have developed a growing package of benefits for the informal economy, including access to the NSSF, social protection services,  tax relief and incentives, skills development, insurance, education, financial services and market opportunities—helping them strengthen their livelihoods and businesses and gradually transition into the formal economy.

By helping small businesses build verifiable transaction histories and improve financial management, the initiative can strengthen their credibility with financial institutions and open new pathways to finance, growth and greater resilience.

The MoU will remain in effect for three years from August 17, 2026.
