EuroCham Cambodia
EuroCham spoke with Angelique Tan, Country General Manager of foodpanda Cambodia, about her leadership journey, the rapid evolution of Cambodia’s consumer market, and the growing role of digital platforms in the Kingdom’s economy.
In the conversation, Angelique reflects on how her experience across supply chain, retail, and food and beverage sectors has shaped her approach to leadership, discusses the opportunities and challenges of Cambodia’s digital transformation, and shares her vision for how foodpanda can continue supporting merchants, delivery partners, and consumers while contributing to the country’s broader economic growth.
You recently took on the role of Country General Manager of foodpanda Cambodia, following leadership positions across retail, supply chain, procurement, and food & beverage businesses. Could you tell us a bit about your professional journey and the experiences that have shaped your leadership style?
Angelique: I am incredibly energised to lead foodpanda Cambodia. Throughout my career, the common thread has been managing complex operational ecosystems and driving human-centric growth. My foundational experience in supply chain and procurement instilled a deep appreciation for back-end efficiency and structural resilience, enabling me to view organisations as an interconnected network where every component impacts the whole. Transitioning into executive roles within retail and the food and beverage sectors subsequently shifted my focus to market-facing strategies—specifically consumer behavior, rapid portfolio expansion, and cultivating high-trust relationships with local merchants and stakeholders.
foodpanda operates at the precise intersection of these disciplines. As a dynamic, three-sided marketplace comprising riders, merchants, and consumers, our business requires both logistical precision and strong commercial acumen. My background enables me to look past high-level metrics and directly understand the operational realities of our restaurant partners, the logistical challenges faced by our fleet, and the frictionless experience demanded by our user base.
This trajectory has shaped a leadership philosophy defined by strategic collaboration, empowerment, and adaptability. My role is to set a clear strategic vision, remove roadblocks, and build a culture where teams feel true ownership. I look forward to applying this framework to drive foodpanda Cambodia’s next chapter of growth and digital impact.
Cambodian consumer market evolve
Having worked across several sectors in Cambodia for more than a decade, how have you seen the Cambodian consumer market evolve, and what trends are shaping the way businesses engage with customers today?
Angelique: Over the past decade, Cambodia’s consumer market has evolved from a product-driven landscape into a dynamic, experience-oriented marketplace. Driven by a young, mobile-first demographic, consumers now prioritise frictionless experiences and reward digital efficiency with long-term brand loyalty.
This evolution has created a highly value-driven consumer base that actively seeks out consistent quality and structured rewards, as seen in the strong adoption of our pandapro subscription.
Consequently, real-time convenience has shifted from a secondary luxury into an essential economic utility, accelerating market demand for 24/7 accessibility. For enterprises looking to scale within the Kingdom, integrating digital convenience is no longer an optional enhancement—it is the baseline infrastructure required for customer retention and commercial growth.
foodpanda has become a key player in Cambodia’s digital economy, connecting consumers, merchants, and delivery partners through technology. What opportunities do you see for platforms like foodpanda to contribute to the country’s economic development and digital transformation?
Angelique: At foodpanda, we view our role in Cambodia as a primary operational catalyst for the nation’s ongoing digital transformation. Our contribution to economic development is driven by our ability to digitise thousands of local MSMEs and traditional merchants, providing them with the e-commerce infrastructure, data analytics, and logistics networks required to scale without prohibitive capital costs.
Furthermore, by embedding universal KHQR payment networks natively into our platform, we have helped transition a cash-dominant market into a secure digital finance ecosystem, accelerating financial inclusion at scale. This digital ecosystem is reinforced by our commitment to building a resilient, future-ready workforce, where we protect our delivery fleet through targeted incentive frameworks while equipping our local teams with advanced technical skills to manage our complex logistics architecture.
Beyond digital transformation, at the heart of our operations is really providing earning opportunities and expanded revenue streams for delivery partners and vendor partners respectively. Since our inception in 2019, our fleet has grown, enabling thousands of delivery partners to earn an income whenever they need or want to; simultaneously, order volumes have also expanded, which translates to accelerated growth for vendor partners.
Ultimately, foodpanda serves as the functional link connecting Cambodia’s digital ambitions to real-world, inclusive economic growth.
World’s leading delivery platforms
As part of the Delivery Hero group, foodpanda benefits from the experience of one of the world’s leading delivery platforms headquartered in Germany. How does being part of a global organisation influence foodpanda Cambodia’s approach to innovation, growth, and customer experience?
Angelique: Being part of the Delivery Hero group significantly strengthens our growth strategy. By inheriting sophisticated, battle-tested digital infrastructure and commercial playbooks from a global pioneer operating across roughly 70 countries and regions, we can focus our resources entirely on hyper-localised deployment within the Kingdom.
This international footprint accelerates our technical and operational capabilities. The advanced systems that optimise our network and support our pandapro membership ecosystem are refined at a global level, allowing us to adapt proven, secure tools to match unique local geographic and cultural demands. Furthermore, this backing drives our long-term commercial scaling into new verticals and extended operating hours, providing the financial security needed to invest heavily in robust infrastructure across multiple provinces.
Ultimately, this relationship elevates the standard of service across our entire network. By providing dependable digital tools for our users, vendors, and logistics partners, we deliver a compelling advantage: a world-class foundation driven by deep local insight and dedication
You recently participated in discussions during the European Tech Business Delegation to Cambodia, where topics such as investment, innovation, and digital growth were explored. From your perspective, what makes Cambodia an attractive destination for foreign investment, and where do you see the greatest opportunities for international businesses?
Angelique: Participating in the recent European Tech Business Delegation to Cambodia underscored the immense potential of the Kingdom as a premier investment destination. For international businesses, Cambodia’s primary appeal lies in its exceptionally open and business-friendly regulatory climate, which welcomes external capital and allows complete foreign ownership across most sectors. This favorable environment is paired with a young, digital-first demographic with an unprecedented appetite for technology adoption, making it an ideal landscape for scalable digital solutions.
The greatest opportunities for international businesses lie in supporting the country’s broader digital and structural modernisation. Significant potential exists in expanding digital service ecosystems to enhance market connectivity, modernising local distribution networks, and upgrading commercial infrastructure. For foreign enterprises, entering Cambodia today offers the unique advantage of introducing established global capabilities into a high-growth market that is eager to scale its digital future.
Looking ahead, what is your vision for foodpanda Cambodia over the next few years, and how do you see both the company and Cambodia’s broader digital economy continuing to evolve?
Angelique: Looking ahead, our vision is to deepen our integration into the daily lives of Cambodian consumers while supporting the next phase of the country’s digital maturity. We see both our platform and the broader ecosystem evolving through greater accessibility, financial tech maturity, and long-term sustainability.
To achieve this, we are focused on driving long-term value across our entire network. For delivery partners, this means securing sustainable earning opportunities. For local vendors, we will continue providing the digital tools, data insights, and tech infrastructure necessary to thrive in a modernising economy. By refining our operational efficiency, we ensure this interconnected marketplace scales resiliently.
Ultimately, we see our platform evolving into a core piece of daily commercial infrastructure. By balancing growth with meaningful support for our users, vendors, and delivery partners, we aim to drive steady economic progress for the entire community.
