Phnom Penh, ACLEDA Bank Headquarters, 24 August 2026, ACLEDA Bank Plc. (“ACLEDA Bank”), the first listed Commercial Bank in Cambodia, hereby announces that ACLEDA Bank and the General Department of Administration of the Ministry of Interior have collaborated to organize a seminar on pilot implementation of service fee payments via the ACLEDA Super App for administrative service transactions at One-Window Service Offices at 14 Khan (Districts) of Phnom Penh.
This seminar was presided over by H.E. Boun Heng, Deputy Director General of the General Department of Administration at the Ministry of Interior, and Dr. In Channy, President & Group Managing Director of ACLEDA Bank, with the participation of management and officials representing from the General Department of Administration at the Ministry of Interior, administrations of all 14 districts of Phnom Penh and senior management from ACLEDA Bank.

Today’s seminar pilot implementation marks a significant reform milestone in modernizing sub-national public services, making them up-to-date and responsive to the digital era and the needs of citizens. Through the ACLEDA Super App, we will collectively enhance the efficiency of administrative services—offering convenience and time savings for both citizens and officials, while ensuring transparency, security, and accountability in the collection of administrative service fees—and, notably, contribute to fostering digital development and establishing new habits among citizens regarding the use of digital services in their daily lives.
Furthermore, this cooperation stands as a testament to the shared commitment to advancing digital transformation, in alignment with the Royal Government’s Pentagonal Strategy-Phase 1, under the wise leadership of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, and H.E. Abhisantibindit SAR Sokha, Deputy Prime Minister and Minister of Interior. On this occasion, Dr. In Channy, President & Group Managing Director of ACLEDA Bank expressed his appreciation and profound gratitude to the Ministry of Interior—with the General Department of Administration and administrations of all 14 districts of Phnom Penh serving as its supporting arm—for prioritizing public service reform.

ACLEDA Bank and the Ministry of Interior have previously collaborated closely to digitize public service payment systems; this cooperation was formalized through the signing of a Memorandum of Understanding on 30 August 2024, regarding the use of ACLEDA Bank Plc.’s electronic payment services to collect visa fees from customers via the electronic entry visa system for the Kingdom of Cambodia, the use of ACLEDA Bank Plc.’s digital payment services and POS terminals to collect visa fees from customers on 19 December 2024, and the provision and use of personal identity data verification services on 11 June 2025. This marks another achievement in sub-national digital transformation, as ACLEDA Bank and the Ministry of Interior will collaborate to pilot the ACLEDA Super App payment system for administrative service fees at the One Window Service Offices of all 14 khan (districts) administrations of Phnom Penh in the near future.
