Siem Reap welcomed its first delegation of Russian tour operators this week as Cambodia intensifies efforts to attract higher-spending international visitors, with Russian investment and tourism firm Lotus Group playing a central role in opening the market.
The familiarisation trip, which brought Russian tourism professionals to Cambodia’s premier tourism destination, is designed to showcase the Kingdom’s tourism offerings and encourage greater visitor flows from Russia and other Russian-speaking markets.
The delegation was officially welcomed in Siem Reap by H.E. Neang Mao, State Secretary of the Ministry of Tourism, on behalf of Minister of Tourism H.E. Huot Hak.

Officials described the visit as an important step in Cambodia’s broader strategy to promote quality tourism and attract visitors with higher spending power who can contribute more significantly to the local economy.
The initiative builds on a series of discussions held earlier this year between the Ministry of Tourism and Lotus Group, which has been actively promoting Cambodia as a destination for both tourism and investment opportunities.
Russian Market Seen as Opportunity for High-Value Tourism
According to Lotus Group CEO Vladimir Palancica, Cambodia is well positioned to attract affluent Russian travellers seeking luxury experiences, wellness retreats, beach holidays, cultural tourism and extended stays.
The company believes Cambodia’s combination of world-renowned heritage attractions, coastal destinations, hospitality sector and relatively untapped tourism offerings provides strong appeal for Russian visitors looking for alternatives within Southeast Asia.

Industry representatives noted that Russian tourists typically stay between five and seven days, although many choose longer visits lasting several weeks or even months. Such extended stays can generate significant spending across hotels, restaurants, transportation services, entertainment venues and local businesses.
The familiarisation trip is expected to provide Russian tour operators with firsthand experience of Cambodia’s tourism products, enabling them to develop new packages and marketing campaigns targeting Russian consumers.
Direct Flight Plans Under Evaluation
The latest visit follows announcements made in January when Lotus Group and Cambodian aviation partner JFT Jet revealed plans to study the feasibility of establishing direct air connections between Russia and Cambodia.
Speaking during a meeting with Tourism Minister H.E. Huot Hak earlier this year, Palancica said direct flights could substantially increase arrivals from Russia and other Russian-speaking communities while improving connectivity for investors and business travellers.

The proposal forms part of a broader effort to strengthen economic and tourism links between Cambodia and Russia as both countries seek to expand cooperation in trade, investment and people-to-people exchanges.
The Ministry of Tourism has expressed support for the initiative and has worked closely with private-sector stakeholders to identify opportunities to increase visitor arrivals from emerging source markets.
BRICS House Expands Business Links
Lotus Group has also been leading efforts to strengthen Cambodia’s engagement with BRICS economies through the establishment of BRICS House Cambodia, which officially opened in Phnom Penh earlier this year.
The business platform aims to facilitate foreign direct investment, strengthen commercial partnerships, promote trade and increase tourism flows between Cambodia and BRICS member countries, which include Brazil, Russia, India, China, South Africa, Saudi Arabia, the United Arab Emirates, Iran, Egypt and Ethiopia.
Palancica, who serves as President of BRICS House Cambodia, said the initiative is intended to create stronger connections between international investors and the Cambodian market while supporting long-term economic growth.

For Cambodia, the arrival of the Russian tour operator delegation represents an early sign that efforts to diversify tourism source markets are gaining momentum. As the country seeks to move beyond volume-driven tourism and focus increasingly on quality visitors, industry leaders believe markets such as Russia could become an important contributor to future tourism growth.
With direct flight studies underway, stronger institutional links through BRICS House and growing government support, stakeholders are optimistic that Russian arrivals could become a larger component of Cambodia’s tourism recovery and long-term development strategy.
