Cambodia’s second cohort of Certified Directors has formally graduated under a programme designed to strengthen board leadership, corporate governance and professional standards across the country’s private sector and capital market.

The graduation ceremony for Cohort 2 of the Cambodian Certified Directors Course was held at Hyatt Regency Phnom Penh on August 28, bringing together senior executives, business leaders and representatives from Cambodia’s securities sector.

The event also included the signing of a memorandum of understanding between the Securities and Exchange Regulator of Cambodia (SERC) and the International Business Chamber of Cambodia (IBC).

Nine Executives Graduate as Certified Directors

The nine executives graduating from Cohort 2 were:

  • Boren Kork
  • Chansoleak Ouch
  • Chanthol Mom
  • Jeffrey Chew
  • Manu Rajan
  • Mark T Lareau
  • Piseth Hong
  • Sin Sinn
  • Sirey Sum

The graduates were formally inducted as Certified Directors following the completion of the course, which covers directors’ responsibilities, board effectiveness, corporate governance, risk oversight and regulatory obligations.

The programme is intended to develop a stronger pool of board-level professionals capable of supporting Cambodia’s increasingly complex business and investment environment.

SERC and IBC Sign Corporate Governance Agreement

Alongside the graduation, SERC and IBC signed an MOU to enhance corporate governance and professional standards for directors operating in Cambodia’s capital market.

The agreement was signed by Sou Socheat, Delegate of the Royal Government in charge as Director General of SERC, and a representative of IBC.

According to SERC, the partnership will focus on:

  • Promoting good corporate governance in Cambodia
  • Building the professional capacity of company directors
  • Supporting directors’ continuing professional development
  • Exploring the establishment of an Institute of Directors for Cambodia’s capital market
  • Strengthening cooperation between the securities regulator and private sector

Socheat said candidates who successfully complete the SERC-accredited Certified Directors Course will be included in the regulator’s list of accredited independent director candidates.

The initiative is expected to expand the pool of qualified professionals available to serve on company boards, including businesses operating within Cambodia’s regulated capital market.

Supporting a More Trusted Capital Market

The cooperation between SERC and IBC forms part of broader efforts to improve transparency, accountability and investor confidence in Cambodia’s securities market.

Stronger governance standards are becoming increasingly important as Cambodian companies seek external investment, consider public listings and face more sophisticated financial and regulatory requirements.

SERC said the partnership would contribute to the development of a more transparent, resilient, trusted and sustainable securities market by strengthening the professionalism and capacity of company directors
