Cambodia Investment Review
The Ministry of Commerce has officially recognised 40 prominent Cambodian business leaders as Advisory Members of the Phnom Penh Chamber of Commerce (PPCC), in a move aimed at strengthening the chamber’s access to private sector expertise and industry perspectives.
The appointments were formalised through a Prakas signed by Minister of Commerce H.E. Cham Nimul on June 5, 2026, under the Phnom Penh Chamber of Commerce’s Fourth Mandate (Second Round). The names contained in this article are based on an unofficial English translation of the Khmer-language proclamation published by the Ministry of Commerce.
The Phnom Penh Chamber of Commerce serves as the principal representative body for businesses operating in the capital and forms part of Cambodia’s wider chamber network led by the Cambodia Chamber of Commerce. Established under the Law on Chambers of Commerce, the PPCC works to promote trade, investment, entrepreneurship and economic development, while serving as a bridge between the private sector and government institutions.
The chamber regularly engages with ministries, regulators and development partners on issues affecting the business environment, including investment promotion, trade facilitation, taxation, skills development and sector-specific challenges facing companies operating in Phnom Penh.
Newly recognised advisory body
While the proclamation does not specifically outline the duties of advisory members, such appointments are typically intended to provide strategic guidance, industry knowledge and professional expertise to support the chamber’s activities and priorities.
The newly recognised advisory body brings together leaders from banking, real estate, logistics, tourism, education, manufacturing, healthcare, agriculture, professional services and other sectors that collectively represent a significant portion of Cambodia’s formal economy.
Among the most notable names are Neak Oknha Pung Kheav Se of Canadia Group, Dr. In Channy of ACLEDA Bank, Oknha Lu Meng of the Cambodian tourism sector, Oknha Sin Chanthy of the logistics industry, Neak Oknha Dr. Kuoch Mengly of Mengly J. Quach Education, Oknha Song Saran of Amru Rice and Oknha Dr. Kim Heang of Khmer Real Estate.
The list also includes a number of prominent female business leaders, including Lok Chumteav Oknha Sreyat Momsotha, Lok Chumteav Oknha Son Sothea, Lok Chumteav Oknha Keo Chamroeun, Lok Chumteav Oknha Chan Theany, Lok Chumteav Neak Oknha Ung Seang Rithy and Mrs. Chea Chan Kakada.
The appointments come at a time when Cambodia is placing increasing emphasis on private sector development, investment attraction and competitiveness as the Kingdom prepares for its scheduled graduation from Least Developed Country (LDC) status in 2029.
