Dr. Soeung Morarith, currently Director General of Telecom Cambodia, has completed a Postgraduate Diploma in Global Business (Level 7: Master’s Level) at Saïd Business School, University of Oxford, in an achievement that highlights the growing value of international leadership education for Cambodia’s future.
The qualification, awarded on April 10, 2026, comes as Cambodia continues to modernise its economy, strengthen institutions and compete more actively within ASEAN and global markets.
Dr. Morarith brings more than 22 years of experience across Cambodia’s banking, finance and public sectors. His career has included senior leadership roles at financial institutions before taking on his current role as Director General of Telecom Cambodia.
Dr. Soeung Morarith therefore qualifies for 90 credits in the European Credit Transfer Scheme. This corresponds to a second cycle qualification under the Bologna Process, which provides access to doctoral study.
