Cambodia Investment Review
The Asian Development Bank (ADB) has approved a $50 million policy-based loan to support Cambodia’s efforts to enhance its business environment, increase the competitiveness of its enterprises, and address trade barriers. The loan, which is part of the ongoing Trade and Competitiveness Program, aims to foster inclusive and sustainable growth by leveraging private sector investments and improving the livelihoods of Cambodian citizens.
Focus on MSMEs and Digital Transformation
The second subprogram of the initiative focuses on the crucial role of micro, small, and medium-sized enterprises (MSMEs) in Cambodia’s economy. These enterprises form the backbone of the nation’s economy, and their development is vital for increasing productivity and competitiveness. ADB’s support is designed to help these businesses adopt digital solutions, diversify their operations, and enhance their overall productivity.
“This program supports ADB’s continued commitment to advancing Cambodia’s economic potential and creating a more robust enabling ecosystem for business to grow, leading to increased investment, job creation, and sustainable economic growth,” said Jyotsana Varma, ADB Country Director for Cambodia. “It focuses on micro, small, and medium-sized enterprises (MSMEs) as they are the backbone of the economy, and their growth is crucial to drive competitiveness. Through targeted incentives, we aim to empower them to diversify, integrate digital solutions, and increase productivity.”

Varma emphasized that the program also seeks to facilitate smoother and more efficient cross-border trade by improving regulatory frameworks and streamlining procedures. “This will reduce barriers to trade, leading to Cambodia being better positioned to participate in regional and global markets,” she added.
Tackling Barriers to Trade and Investment
The Trade and Competitiveness Program addresses three key constraints that currently hinder Cambodia’s broader development: an inefficient business environment, underdeveloped MSMEs, and obstacles to cross-border trade. These challenges together reduce productivity and competitiveness, ultimately preventing the country from fully realizing its growth potential.
By assisting the government in improving its regulatory environment, the program is expected to simplify business registration and increase public service efficiency. By 2027, the program aims to ensure that around 50,000 MSMEs are formally registered in Cambodia’s online business registration system, allowing them to obtain business licenses, certificates, and permits digitally. This effort will modernize business operations and create a more conducive environment for growth.
The program will also provide targeted incentives and technological support to MSMEs in strategic sectors, encouraging them to move up the value chain and expand. In addition, flagship reforms to enhance border facilitation and improve trade processes will help Cambodia to become more competitive in the global market.
