IBC Elects 2026 Executive Committee As Chamber Highlights Active Year For Cambodia’s Business Community

The International Business Chamber of Cambodia (IBC) held its 2026 Annual General Meeting (AGM) on March 11 at Rosewood Phnom Penh, where members elected a new Executive Committee and reviewed the chamber’s activities, financial performance, and priorities for the year ahead.

The meeting brought together members of Cambodia’s international and domestic business community to reflect on the chamber’s progress in 2025 and discuss the evolving role of the private sector in supporting the country’s economic development.

Newly elected Executive Committee for 2026

During the AGM, members confirmed the Executive Committee for 2026, representing leaders from Cambodia’s hospitality, financial services, consulting, legal, and technology sectors.

The elected board members include:

  • Paul Clements — Managing Partner, Joint Asian Development Enterprises
  • Arnaud Darc — Founder & CEO, Thalias Hospitality Group
  • Daniel Simon — Managing Director, Rosewood Phnom Penh
  • Currie Sun Min Lee — Head of Korea Desk, Bun & Associates
  • Jesse McCaul — Shareholder, Making It Easy
  • Lisa Sargent — Country Manager (Cambodia), Visa
  • Parth Borkotoky — Partner, Cast Ventures (Cambodia)

Following the AGM, the Executive Committee confirmed its leadership positions, with Paul Clements appointed as Chairperson, Arnaud Darc and Daniel Simon serving as Vice-Chairpersons, and James Roberts appointed as Treasurer.

Chairperson’s report highlights strong engagement in 2025

During the meeting, Paul Clements presented the Chairperson’s Annual Report for 2025, outlining the chamber’s activities over the past year and highlighting continued member engagement across its programs and working groups.

Monthly meetings remained a central feature of the chamber’s calendar, bringing together speakers from government institutions, international organizations, and the private sector. These sessions covered a wide range of topics including economic outlooks, trade policy, cybersecurity, healthcare, education, and investment trends.

Across the year, more than 86 speakers participated in the chamber’s speakers program, offering insights on Cambodia’s economic landscape and the wider global business environment.

IBC also continued its participation in the Government Private Sector Forum, contributing to discussions across sectors including agriculture, tourism, banking, industrial relations, energy, education, and health.

The chamber continues to serve as Secretariat for Working Group D on Law, Tax and Governance, where it supports dialogue between the private sector and government ministries on regulatory and policy issues affecting Cambodia’s business environment. A key initiative supporting this work is the IBC White Book, which consolidates private sector recommendations and tracks progress toward addressing key policy concerns.

Membership growth and collaboration across chambers

IBC reported continued growth and diversification in its membership. By the end of 2025, the chamber had 136 members representing companies from 20 countries across 12 industry sectors.

The organization noted an increasing number of Cambodian-owned businesses joining alongside international firms, reflecting the growing integration of the country’s domestic and international business communities.

IBC also maintained collaboration with other international chambers through the Joint International Chambers Forum, which enables regular dialogue with the Cambodia Chamber of Commerce and helps coordinate private sector perspectives across government working groups.

Trade and investment promotion remained a priority during the year. IBC supported the Cambodia ASEAN Business Summit organized by the Royal Government of Cambodia together with the ASEAN Business Advisory Council Cambodia and the Cambodia Chamber of Commerce. The summit focused on strengthening regional connectivity, infrastructure development, and trade cooperation across ASEAN.

Community initiatives and financial overview

Beyond policy engagement, the chamber also highlighted several community initiatives held during the year. The IBC Annual Ball raised more than $21,500 for ISF Cambodia, while the Annual Golf Day raised over $4,000 for Sunrise Cambodia. The chamber also introduced a new networking format known as the Speakeasy Express, a train-based event designed to create new opportunities for members to connect.

Treasurer James Roberts also presented the chamber’s financial report and outlook.

IBC recorded approximately $204,000 in total revenue in 2025, with a surplus of about $3,500 for the year. For 2026, the chamber has budgeted revenue of roughly $257,800 as it plans to expand member activities and programs.

As the chamber continues implementing its IBC 2.0 strategy, the organization said it will remain focused on strengthening business dialogue, supporting responsible investment, and promoting Cambodia’s long-term economic development.
