A 297-meter mixed-use tower planned for Phnom Penh has formally entered its next phase following the inauguration of the GATO Tower project showroom, as developers move forward with one of the capital’s tallest proposed high-rise developments.
The project, led by MIRAKU Capital & Development Co., Ltd., is designed to rise 297 meters with 67 commercial floors. Plans include luxury residential units and an international branded hotel, reflecting continued investor interest in integrated high-rise projects within Phnom Penh’s core districts.
The showroom, delivered under a design-and-build model in less than two months, was presented as a key milestone ahead of the project’s broader construction timeline. An official gathering attended by approximately 250 invited guests accompanied the inauguration, signaling the formal market launch of the development.
Scale and Urban Context
At 297 meters, GATO Tower would rank among the tallest structures in Phnom Penh, adding to a skyline that has expanded rapidly over the past decade. High-rise developments in central districts have become increasingly common as land availability tightens and developers pursue vertical density.
Project representatives described the tower as reflecting long-term confidence in Cambodia’s economic direction. While ambitious in scale, the development also illustrates the increasing role of cross-border partnerships in shaping Cambodia’s urban growth.
The structure is expected to incorporate 67 commercial floors, integrating residential, hospitality, and mixed-use components within a single vertical footprint. Developers indicated that the project aims to align with international construction standards and operational benchmarks.

International Design and Technical Partners
The architectural concept is led by Shin Takamatsu Architect & Associates, a Japanese firm recognized for contemporary urban design. The collaboration underscores the project’s emphasis on international design input alongside local implementation.
Design review responsibilities are being handled by Meinhardt Consultant Cambodia Co., Ltd., while COVA has been appointed as lead consultant.
Under the engineering scope, MEP-E is overseeing mechanical, electrical, and plumbing systems, and FCD is responsible for façade design. Project stakeholders noted that FCD has experience working on high-rise developments internationally, contributing to technical oversight for the building envelope.
Wise is serving as lead designer, managing architectural coordination and full engineering development from the concept stage. LBL International Construction has been appointed under a design-and-build arrangement.

Evolving High-Rise Market
Phnom Penh’s property market has seen several large-scale mixed-use projects announced in recent years, with developers focusing increasingly on quality standards, management structures, and long-term asset performance.
GATO Tower’s integration of residential and hotel components reflects a broader regional trend toward diversified vertical developments that combine living, hospitality, and commercial functions within a single structure.
While the project remains in its early development phase, the inauguration of the showroom marks a visible step forward. If delivered according to plan, the 297-meter tower would add a prominent new feature to Phnom Penh’s skyline and contribute to the city’s ongoing high-rise expansion.
