Cambodia Investment Review
The International Business Chamber of Cambodia (IBC) hosted a high-level breakfast talk seminar at Rosewood Phnom Penh discussing on âCyber Risks & Resilience: Safeguarding Cambodiaâs Futureâ, bringing together public and private sector leaders to address the increasing threat of cybercrime and explore collaborative solutions for national digital protection.
The event featured keynote presentations from Kim Ann, Deputy Director of the Department of ICT Security at the Ministry of Post and Telecommunications (MPTC), and Simon Perkins, ICT Division CEO at Cellcard (CamGSM). Together, they outlined both regulatory frameworks and enterprise-level strategies to protect Cambodiaâs digital infrastructure, businesses, and consumers.
Cellcard Targets Business Risks with Practical, Scalable Solutions
In his presentation titled âHow Telcos Help Fight Against Scammersâ, Simon Perkins detailed a range of digital threats increasingly targeting Cambodiaâs enterprise landscape, including fake base transceiver stations (BTS), popular social messenger account hijackings, AI-powered phishing attacks, and deepfake voice manipulation.
Perkins emphasized that as cyber risks grow more sophisticated, so must business responses. âThe private sector cannot afford to be reactive anymore. Our solutions are built to detect, prevent, and mitigate attacks before they disrupt business operations,â he said.
To support business customers, Cellcard now offers a comprehensive cybersecurity suite including:
- DDoS Protection: Local and global mitigation via low-latency scrubbing centers in Phnom Penh along with global scrubbing network.
- Network & Endpoint Security: Tailored firewall systems, traffic segmentation, and AI-powered monitoring to ensure safe and efficient operations.
- Scam & Fraud Detection: AI adoption to detect zero-day vulnerabilities, prevent unauthorized account access, and identify suspicious activity in real-time.
- Business Continuity Infrastructure: Certified data center services and redundant networking to reduce downtime and support disaster recovery planning.
- Staff Training & Awareness Programs: Internal education modules for teams to identify phishing attempts, malware, and impersonation attacks.
Cellcard also highlighted its recent participation in the GSMA Open Gateway initiative, enhancing mobile security and digital ID authenticationâkey pillars for Cambodiaâs growing fintech, e-commerce, and SME sectors.
âWe are empowering businesses of all sizes to strengthen their digital foundationsâwhether through infrastructure upgrades, data protection or mobile-based security,â Perkins added.
MPTC Reinforces National and Regional Cybersecurity Collaboration
The event also spotlighted Cambodiaâs regulatory and regional cybersecurity efforts, with Kim Ann of the Ministry of Post and Telecommunications presenting the âASEAN Cybersecurity Landscape.â
He noted that the average cost of a data breach in ASEAN rose to USD 3.23 million in 2024, with financial services and industrial sectors being prime targets. Common attack vectors included phishing, business email compromise, and zero-day exploits.
In response, the Ministry and ASEAN region has advanced several national and regional initiatives, including:
- CAMCERT (Computer Emergency Response Team): Handling cybersecurity incidents nationwide.
- Digital Security Committee: Coordinating inter-ministerial response to digital threats, with units across MPTC, the Ministry of Interior, Ministry of National Defense, and Ministry of Foreign Affairs.
- ASEAN Frameworks: Supporting harmonized standards through the ASEAN Data Management Framework, AI Governance Guidelines, and the Anti-Online Scam Working Group (WG-AS).
âThese partnerships are not only building our defensive capabilities, but ensuring Cambodiaâs digital economy can integrate securely with regional and global systems,â Kim said.
A Clear Call for Public-Private Collaboration
The IBC-hosted seminar reinforced the urgency for collaboration between the private sector, telecommunications providers, and regulators. Cellcardâs role in supporting digital resilienceâfrom core infrastructure to frontline employee awarenessâcomplements broader national efforts to position Cambodia as a secure and competitive digital hub in Southeast Asia.
With rising threats and increased regulatory attention, Cambodian businesses are encouraged to take proactive steps in strengthening their cybersecurity posture. Cellcardâs enterprise team can offer tailored solutions across sectors:
