Oxfam, in partnership with a consortium of nine organizations, inaugurated the “Climate Resilience for All” (CREFA) project on April 1, 2024, in Siem Reap province. Funded by an €800,000 grant from the Embassy of Ireland, the initiative aims to fortify the resilience of Cambodian communities against climate adversities through a comprehensive approach that encompasses mitigation and adaptation efforts.
The CREFA project seeks to foster collaboration between the government and private sectors to spur policy dialogue, enhance local capacities, and drive sustainable development in harmony with the Sustainable Development Goals (SDGs). A pivotal aspect of the project is its focus on inclusivity, underscored by a Gender Equality, Disability and Social Inclusion (GEDSI) analysis to ensure equitable representation in its activities.
Ms. Phean Sophoan, National Director of Oxfam in Cambodia, elaborated on the project’s alignment with the strategic priorities of both the Irish and Cambodian governments. “CREFA embodies our commitment to gender equality, climate action, and sustainable governance. By aligning with national and international frameworks on green growth and climate change, the project not only addresses the urgent challenges posed by climate change but also propels Cambodia towards its sustainability goals,” she stated.

The project launch was marked by a workshop aimed at fostering participatory engagement and knowledge exchange among stakeholders, including project partners, experts, and representatives from the Embassy of Ireland in Vietnam. Mr. Seán Farrell, Deputy Head of Mission at the Embassy of Ireland, highlighted Ireland’s dedication to climate action. “Ireland is committed to supporting vulnerable communities in facing the challenges of climate change. This initiative is a testament to our commitment to global climate finance goals and our partnership with Cambodia in advancing climate resilience,” Farrell remarked.
The consortium comprises a diverse range of partners, including the Cambodia Microfinance Association, Development and Partnership in Action, and several government bodies such as the Ministry of Environment and the Ministry of Agriculture, Forestry and Fisheries. The project’s geographic scope spans multiple provinces, including Battambang and Preah Vihear, targeting areas significantly impacted by climate-induced disasters.
Cambodia’s susceptibility to climate change, manifested in frequent floods, droughts, and storms, has underscored the urgent need for initiatives like CREFA. Oxfam’s longstanding commitment to Cambodia’s development is reinforced by this project, aiming to empower local communities, particularly women, youth, and marginalized groups, to build resilience against environmental challenges.
Synergy With Strategy On Environmental Sustainability
H.E. Ngin Lina from the Ministry of Environment emphasized the project’s synergy with the national circular strategy on environmental sustainability. “CREFA aligns with our objectives to promote environmental sustainability and respond effectively to climate change. It’s a crucial support mechanism for our circular strategy and our ambitions for carbon neutrality and increased forest cover by 2050,” she noted.
Mr. Mam Sambath, representing Development and Partnership in Action, shared his perspective on the project’s impact. “Being part of CREFA is an honor and a responsibility. We’re committed to empowering communities in Preah Vihear province, enhancing their capacities to manage and protect their natural resources sustainably,” Sambath said.
The CREFA project represents a significant effort in Cambodia’s journey towards climate resilience, integrating gender equality and sustainable development principles to tackle the multifaceted challenges posed by climate change. Through the collaborative efforts of international and local partners, the initiative aims to build a sustainable and resilient future for all Cambodians.
