Rosewood Phnom Penh has appointed Andrew Moore as its new Managing Director, bringing an internationally experienced luxury hospitality executive to lead one of Cambodia’s highest-profile hotels as the country’s premium tourism and hospitality sector continues its recovery and expansion.
He replaces Daniel Simon who is now taking the role as Opening Managing Director of Rosewood Calistoga.
Moore officially assumed the role on June 25, succeeding into the leadership of the 175-room luxury property located atop Vattanac Capital Tower in Phnom Penh’s central business district. His appointment comes as Cambodia seeks to attract higher-spending international visitors and strengthen its position as an emerging luxury travel destination in Southeast Asia.
International Hospitality Veteran Joins Cambodia
Moore arrives in Phnom Penh with more than two decades of experience in luxury hospitality spanning Europe and Asia, combining commercial leadership with operational management across some of the world’s best-known premium hotel brands.
Before moving into general management, he spent nearly a decade overseeing revenue strategy, sales and marketing, business development and commercial performance for luxury hotels, giving him broad experience across both operations and business growth.
Most recently, Moore led the pre-opening and launch of the Waldorf Astoria Osaka, one of Japan’s most anticipated luxury hotel openings, where he oversaw the introduction of bespoke guest experiences and brand partnerships designed to establish the property as a flagship destination.
Prior to that assignment, he served as General Manager of Conrad Dublin, earning Hilton’s General Manager of the Year award in 2023. Earlier leadership roles included senior positions at Conrad Seoul, Hilton Beijing and Hilton Belfast.
Strengthening Cambodia’s Luxury Tourism Offering
Rosewood Phnom Penh said Moore’s appointment reflects the company’s continued investment in leadership as it looks to reinforce its position within Cambodia’s evolving luxury hospitality market.

As Managing Director, Moore will oversee all aspects of the hotel’s operations, with responsibility for guest experience, commercial performance, staff development and the continued delivery of Rosewood Hotels & Resorts’ “Relationship Hospitality” philosophy.
He also aims to further position Rosewood Phnom Penh as a showcase for Cambodia’s growing luxury tourism sector by creating experiences that highlight the Kingdom’s culture, hospitality and local talent for international visitors.

The appointment comes as Cambodia continues investing in high-end tourism infrastructure alongside broader efforts to diversify its visitor economy beyond traditional leisure travel.
With major developments including Techo International Airport expected to improve international connectivity, industry participants anticipate increased opportunities to attract premium travellers, international conferences and luxury hospitality investment over the coming years.
Located on the upper 14 floors of Vattanac Capital Tower, Rosewood Phnom Penh offers panoramic views across the capital and the Mekong River. The hotel features 175 guestrooms and suites, five restaurants and lounges, a spa, fitness facilities, an indoor swimming pool and premium meeting and event spaces.
Moore said his immediate focus will be on building upon the property’s established reputation while continuing to develop personalised guest experiences and empowering employees to deliver the service standards that define the Rosewood brand.
