Cambodia’s Mobile Speeds Nearly Double Between from 2023 – 2025 As Network Investment Drives Digital Transformation

Cambodia Investment Review

Cambodia’s mobile connectivity has recorded significant improvements over the past two years, with download and upload speeds rising sharply as network operators expand infrastructure and optimize performance, according to new data from nPerf.

Between 2023 and 2025, mobile download speeds increased by 45.8% from 2023 to 2024, followed by a further 35.0% increase into 2025. Upload speeds also saw strong gains, rising by 42.6% and 52.5% over the same periods, reflecting broader improvements in network capacity and coverage.

The gains come amid ongoing investment in 4G and early-stage 5G infrastructure, as Cambodia accelerates its national digitalization agenda and expands access to mobile-based services across the economy.

Infrastructure upgrades improve latency and user experience

Network performance improvements have also translated into lower latency and a more stable user experience, particularly for data-intensive applications.

While latency initially rose from 91.85 milliseconds in 2023 to 106.82 milliseconds in 2024—largely attributed to a surge in users—it declined by 12.3% in 2025 as operators optimized network performance and capacity.

Lower latency is increasingly critical as more users rely on mobile networks for services such as remote work, digital payments, and online gaming, all of which require faster response times and greater reliability.

At the same time, browsing performance has steadily improved. nPerf data shows the browsing index rose from 44.67% in 2023 to 52.13% in 2024, before reaching 56.48% in 2025. This indicates faster loading times and a smoother experience for users accessing websites and online services.

Streaming demand highlights capacity pressures

Despite overall improvements, the data suggests that rising demand is beginning to place pressure on certain areas of network performance, particularly video streaming.

Streaming performance increased from 66.12% in 2023 to 73.14% in 2024, a gain of 10.6%, but declined by 7.7% in 2025. The drop is attributed to higher numbers of simultaneous users and a shift toward high-definition content consumption, including 1080p and 4K video.

The trend highlights the growing strain on networks as digital consumption habits evolve, although the broader trajectory remains positive as operators continue to expand capacity and upgrade infrastructure.

Digital adoption supports broader economic shift

The improvements in mobile performance are aligned with Cambodia’s broader push toward a digital economy, supported by both public and private sector initiatives.

The expansion of 4G and 5G networks has played a central role in enabling greater connectivity, while the rapid adoption of mobile banking and digital payment platforms has further accelerated digital engagement across the country.

These developments are contributing to increased access to services, improved business efficiency, and new opportunities for innovation in sectors ranging from finance to e-commerce.
