Cambodia Investment Review
The 13th Ecosystem Builders Network (EBN) meeting, held on March 5th, 2026, marked the next step in coordinating implementation of the Entrepreneurial Ecosystem Roadmap (EER) 2025-2035. Building on the progress achieved throughout 2025, including the official launch of the roadmap, the session focused on advancing coordination mechanisms, clarifying participation in the Thematic Coordination Advisory Groups (TCGs), and introducing tools that will support collaborative implementation in 2026.
Since its establishment in 2022, the EBN platform has served as a vital coordination mechanism, convening 47 institutions from government, development partners, and ecosystem builders. Through quarterly meetings, it has enabled members to exchange insights, align activities, and strengthen collaboration in support of Cambodia’s entrepreneurial ecosystem. The Entrepreneurial Ecosystem Roadmap (EER), developed through this collective process, consolidates insights across six domains, Support, Finance, Market, Policy, Human Capital, and Culture, and outlines 19 recommendations with short, medium, and long term actions to strengthen the ecosystem.

Momentum Generated During 2025
The 13th meeting built on the momentum generated during 2025, that shaped the roadmap’s structure and strategic direction. Following its official launch in September 2025, the roadmap now serves as a shared framework guiding ecosystem development over the coming decade. During the meeting, participants reflected on this journey and explored how the roadmap will transition from planning to coordinated implementation. The operationalization strategy for 2026 was presented, outlining key events, processes, and coordination mechanisms that will guide progress throughout the year.

A central component of the session focused on advancing the Thematic Coordination Advisory Groups (TCGs). Building on the draft terms of reference introduced during the previous meeting, discussions clarified the roles and responsibilities of TCG members and the Secretariat support functions that will facilitate their work. Participants were invited to express interest in joining the groups and to identify areas where their organizations could contribute through technical expertise, co funding, or aligned initiatives that support roadmap priorities.
The meeting also included group working sessions where participants identified priority roadmap recommendations. These sessions provided space for ecosystem actors to discuss emerging ideas, share perspectives, and identify opportunities for collaboration.

Potential Tool To Support Donors & Funders
Another highlight of the session was the presentation of the Ecosystem Builder Tracking Platform. Introduced as a potential tool to support donors and funders, coordinate and monitor outcomes and impact of the programs at the ecosystem level. Participants engaged in group discussions to provide feedback on the platform’s potential indicators and core functions. As the platform remains in a formative stage, these inputs will contribute to shaping a system that supports transparency, shared accountability, and improved ecosystem visibility.
The meeting concluded with agreement on next steps for roadmap implementation as the ecosystem moves into 2026. As the Entrepreneurial Ecosystem Roadmap enters its operationalization phase, EBN will continue to provide a platform for coordination, shared ownership, and collective action.
