The U.S. International Development Finance Corporation (DFC) and Overseas Cambodian Investment Corporation (OCIC) have signed a Letter of Intent outlining a proposed USD 100 million strategic financing package for Techo International Airport, marking a significant step in U.S. support for one of Cambodia’s largest infrastructure projects.

The agreement, signed by Oknha Dr. Pung Carolyne, Vice Chairperson of OCIC, and Caroline Vik, Chief Policy Officer of DFC, reflects growing economic cooperation between Cambodia and the United States and highlights increasing international interest in the country’s transport and logistics infrastructure.

If finalized, the financing would support Techo International Airport’s long-term development while reinforcing its role as a key gateway for trade, tourism, and investment.

“The proposed financing from DFC reflects confidence in Cambodia’s economic future and in the airport’s role as a gateway for trade, tourism, investment, and regional connectivity,” she said, adding that it also demonstrates the project’s commitment to international standards and its long-term contribution to national development.

Caroline Vik, Chief Policy Officer of DFC, indicated the agreement could pave the way for broader collaboration between the two organizations.

“You are just the type of partner we’re looking for in Cambodia and around the world,” Vik said. “We hope this is the first of many projects that we do together.”

Focus on International Standards and Investor Confidence

Beyond the proposed financing itself, the Letter of Intent underscores Techo International Airport’s alignment with governance, transparency, environmental, and social standards commonly expected by leading international development finance institutions.

The collaboration is expected to strengthen investor confidence in Cambodia’s infrastructure sector while reinforcing the country’s appeal as a destination for long-term capital and strategic investment.

International Recognition for Landmark Infrastructure

The financing announcement follows a series of international accolades for Techo International Airport, which has recently been recognized by Skytrax and named among the world’s most beautiful airports by Prix Versailles.

The awards highlight the airport’s growing profile as a regional aviation hub designed to expand Cambodia’s connectivity and support economic development over the coming decades.

The proposed DFC financing also builds on OCIC’s expanding engagement with U.S. institutions and companies, including the U.S. Embassy in Cambodia, the American Chamber of Commerce in Cambodia, and major American firms such as General Electric, OTIS, Caterpillar, Cisco, and Ford.

As Cambodia continues to invest in modern transport infrastructure and deepen international partnerships, the agreement signals broader momentum in bilateral cooperation across aviation, logistics, trade, and investment, with Techo International Airport positioned as a flagship project in the country’s long-term growth strategy.
