Governance updates and strategic direction

A key outcome of the AGM was the approval of revised statutes, presented by Executive Director Martin Brisson, which formalize changes to EuroCham’s governance framework.

The revisions reflect broader institutional adjustments, including the evolving relationship with the British business community following the United Kingdom’s exit from the European Union. While certain legacy privileges have been removed, both organizations have indicated their intention to maintain a cooperative working relationship.

EuroCham also highlighted its continued advocacy efforts, including engagement with government stakeholders and initiatives aimed at improving regulatory efficiency. These efforts have included contributions to customs process improvements and ongoing dialogue with institutions such as the Council for the Development of Cambodia and other ministries.

Looking ahead, the chamber signaled plans to expand its service offerings, enhance its advocacy tools, and deliver flagship events including EuroFeast and the White Book launch.

Financial performance shows stable revenue and continued surplus

Cambodia Investment Review was told by a member that EuroCham reported total revenue of approximately $963,000 in 2025, representing a slight 1% decline compared to 2024, while maintaining a net surplus of around $30,000.

Membership revenue remained the primary income source, increasing by 13% year-on-year to approximately $223,000, highlighting continued engagement from the chamber’s member base. Total cash reserves reached approximately $423,000 by the end of the year, up 19% compared to 2024.

The financial results also reflect a broader transition in EuroCham’s income structure, with a reduction in grant income offset by growth in service-based revenue streams and membership contributions. This shift forms part of a wider strategy to strengthen financial independence and reduce reliance on external funding.

Profitability trends indicate normalization phase

EuroCham’s financial trajectory over the past three years highlights a period of adjustment and stabilization.

The chamber recorded a deficit of approximately $66,000 in 2023 before implementing cost controls and operational adjustments that resulted in a $79,000 surplus in 2024. The 2025 surplus of $30,000 suggests a normalization phase, with revenue rebuilding efforts ongoing.

Expenses remained closely aligned with revenue in 2025, reflecting a cautious approach to spending amid a more uncertain economic environment.

At the same time, the chamber emphasized that ongoing investments in advocacy, services, and member engagement remain central to its long-term strategy, even as it balances financial sustainability.

Membership engagement and outlook

EuroCham also reported strong member sentiment, with its 2025 membership survey indicating a satisfaction rate of 92%. The chamber noted that while engagement levels vary, this is largely attributed to time constraints among members rather than dissatisfaction with its services.

With a newly appointed board and a refined strategic focus, EuroCham is expected to continue expanding its role as a key platform for European businesses operating in Cambodia.

The chamber’s outlook remains centered on delivering targeted services, strengthening advocacy impact, and maintaining financial resilience in a shifting economic landscape.
