Cambodia Investment Review
The American Chamber of Commerce in Cambodia (AmCham Cambodia) has appointed Devin Barta as its President for 2026, succeeding outgoing President Casey Barnett, who stepped down after reaching his maximum term limit.
He returns to the role having previously served as President from 2023 to 2024, bringing prior leadership experience as well as a background in manufacturing and international business. He currently serves as Country Director for AHF Products, where he oversees the expansion and operations of the company’s manufacturing site near Sihanoukville.
He began his career as an officer in the United States Army and has since built experience across multiple roles in the manufacturing sector, ranging from supervisory positions to multi-site leadership roles in the United States. Devin holds a Bachelor of Science from Marquette University, as well as MBA degrees from Columbia University and London Business School, with a focus on international business and finance.
He will lead the chamber alongside a newly confirmed executive team, including Jay Cohen as Vice President, Bora Kem as Treasurer, and Vanseka Sok as Secretary. The broader board includes Davy Kong, Por Lim, Ruwan Hulugalle, Vicheka Chourp, Joseph Lovell, Landon Seigler, and Meloney Lindberg.
Speaking to Cambodia Investment Review, Devin noted that the incoming board reflects a mix of continuity and new perspectives. He highlighted that the inclusion of new members brings fresh ideas, while the diversity of experience across industries positions the chamber to better serve its members in the year ahead.

Membership growth signals stronger private sector engagement
According to AmCham Cambodia’s 2025 annual report, membership reached 250 companies, returning to levels last seen in 2022. The chamber added approximately 50 new members over the past year, spanning sectors such as manufacturing, logistics, education, and professional services.
The increase reflects growing interest from export-oriented manufacturers and international firms seeking to leverage Cambodia’s role within regional supply chains. As companies continue to explore diversification strategies across Southeast Asia, Cambodia has emerged as a potential destination for production and investment.
Membership retention remained strong at 87%, indicating continued trust in the chamber’s ability to provide value through advocacy, networking, and access to business-relevant information.
Continued role in advocacy and policy dialogue
AmCham Cambodia highlighted its committee-led structure and event-driven engagement as key mechanisms for connecting members with policymakers and regulators. These platforms allow companies to raise industry concerns, contribute to policy discussions, and better understand regulatory developments.
The chamber continues to position itself as an intermediary between the private sector and government, supporting dialogue on issues such as trade facilitation, regulatory clarity, and investment conditions.
Founded in 1996, AmCham Cambodia is an independent, non-profit organization that supports both American and local businesses operating in the Kingdom. It promotes trade and investment while advocating for improvements to the business environment.
With a new president in place and membership levels recovering, the chamber is expected to build on its existing initiatives in 2026, as businesses navigate evolving regional dynamics and opportunities within Cambodia’s growing economy.
