Australia–Cambodia Education Partnership Expands with Launch of UNSW Foundation Program

A new transnational education initiative linking Cambodia and Australia was launched in Phnom Penh this week, highlighting growing investment and collaboration in the education sector between the two countries.

The UNSW College Foundation Program in Cambodia, introduced through a partnership between the Australian Centre for Education (ACE) of IDP Education, the Australia Cambodia Education Academy (AusCam), and UNSW College of the University of New South Wales, is expected to broaden access to international higher education while strengthening human capital development in Cambodia.

The launch event was attended by senior government officials and international stakeholders, presided over by Deputy Prime Minister and Minister of Education Hang Chuon Naron, Australian Ambassador Derek Yip, IDP Education CEO Tennealle O’Shannessy, and Sarah Lightfoot, Pro Vice-Chancellor of the University of New South Wales and CEO of UNSW College.

A Recognised University Foundation Qualification

The program allows Cambodian students to complete a recognised university foundation qualification locally before progressing to undergraduate degrees abroad, reducing barriers to international education and supporting more cost-effective study pathways.

Officials say the initiative reflects a broader trend of transnational education (TNE) models gaining traction in Southeast Asia, where international institutions partner with local providers to deliver globally aligned programs in-country.

“This is an important example of how international collaboration can enhance access to quality education,” said Hang Chuon Naron, noting that education remains central to Cambodia’s long-term economic strategy.

Australia continues to be one of the top destinations for Cambodian students, with enrolments steadily increasing in recent years. Ambassador Derek Yip, a graduate of the University of New South Wales, said the new program would further strengthen educational ties.

“Programs like this create a strong pipeline of students who are better prepared for international study,” he said.

The University of New South Wales is a member of Australia’s Group of Eight universities, widely recognised for research excellence and global rankings. Its foundation program, delivered through UNSW College, is accepted for entry into UNSW and other universities internationally.

Underscores The Role Of Global Education Providers

From a sector perspective, the initiative underscores the role of global education providers such as IDP Education in facilitating cross-border academic partnerships.

IDP CEO Tennealle O’Shannessy, who is also the DFAT-appointed Business Champion for Cambodia–Australia, said the program reflects expanding cooperation beyond traditional student mobility.

“This partnership demonstrates the growing depth of engagement between Cambodia and Australia,” she said. “We see strong potential to further strengthen collaboration not only in education, but also across skills development, innovation, and broader economic sectors.”

She also highlighted the role of Sreng Mao, Country Director of IDP Education and the Australian Centre for Education Cambodia, in driving such initiatives.

“His leadership has been instrumental in bringing globally recognised programs to Cambodia and building long-term partnerships across institutions,” she said.

Designed To Meet International Academic Standards

UNSW College CEO Sarah Lightfoot noted that the foundation program is designed to meet international academic standards while supporting diverse progression options.

“It provides students with a globally recognised qualification that can lead to universities in Australia and beyond,” she said.

Ashley Irving, Principal of ACE and President of the Australian Chamber of Commerce in Cambodia, said the initiative builds on more than three decades of ACE’s contribution to education and skills development in the country.

The program is expected to support Cambodia’s efforts to develop a more skilled, globally competitive workforce, while also strengthening education as a key pillar of bilateral cooperation.
