Cambodia Investment Review
Forte Insurance (Cambodia) Plc. (Forte) today launches Youk Chamroeunrith Actuarial Scholarship, a new initiative aimed at supporting talented Cambodian mathematics students in pursuing professional actuarial careers and strengthening the country’s growing insurance and financial services sector.
Forte’s newly announced scholarship is named in honour of Youk Chamroeunrith, Forte Group Chief Executive Officer, in recognition of his contributions and commitment to the development of Cambodia’s insurance industry and professional talent.
Youk Chamroeunrith has led and grown Forte for 27 years. The scholarship stands as a lasting testament to his vision and enduring contributions to Forte and reflects the organisation’s long-term commitment to investing in Cambodia’s human capital and building a stronger local actuarial ecosystem.
Cambodian universities will receive financial support
Under the programme, a select group of high-performing mathematics students from Cambodian universities will receive financial support to prepare for and sit internationally recognised actuarial examinations. The scholarship aims to help nurture Cambodia’s next generation of actuarial professionals by expanding access to specialised training and supporting the development of skills that are increasingly important to the country’s growing financial and insurance sectors.

Actuarial professionals use their mathematical skills to analyse the probability and risk of future events, calculate insurance liabilities, capital requirements are a core human resource to insurance companies. However, the professional is not yet developed in Cambodia, where insurance companies have to rely on foreign talent. The skill deficit is becoming especially critical in view of the regulators’ progress in adopting international standards such as IFRS17 and risk based capital.
As part of the initiative, Forte’s actuarial partner, global actuarial and consulting firm Milliman, will also host one scholarship recipient as an intern at its Kuala Lumpur office, providing valuable international exposure and hands-on industry experience.
Future of Cambodia’s insurance sector
“I am deeply honoured to have such a prestigious program named after me. The future of Cambodia’s insurance sector depends on developing local talent and creating meaningful opportunities for young professionals to gain internationally recognised expertise,” Forte Group Chief Executive Officer Youk Chamroeunrith said.
“Through the Scholarship, we hope to nurture a new generation of Cambodian actuarial professionals while strengthening the industry’s ability to better serve customers through deeper technical expertise, innovation and a stronger foundation for the long-term sustainability of Cambodia’s wider financial and insurance ecosystem.”

As Cambodia’s financial sector continues to grow and modernise, demand for skilled actuarial professionals is expected to increase significantly.
Through initiatives such as this scholarship, Forte aims to contribute not only to the growth of its own business, but also to the broader development of Cambodia’s financial services ecosystem by helping create more pathways for young Cambodians to access highly specialised professional careers.
