Cambodia Investment Review
The Securities and Exchange Regulator of Cambodia (SERC), in collaboration with the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), the Ministry of Economy and Development of Mongolia, the Mongolian Sustainable Finance Association (MSFA), and the National Innovation Agency (NIA) of Thailand, co-organized a regional workshop and investor roundtable on April 25, 2025, in Bangkok, Thailand. The events were held under the framework of ESCAP’s Climate Investment Project and focused on promoting sustainable finance in emerging markets.
Strengthening Green Project Pipelines in Emerging Markets
The workshop, titled “Strategies for Strengthening Green Project Pipelines in Emerging Markets,” brought together regulators, investors, and project developers to discuss ways to enhance the availability of investable green projects. While many Asia-Pacific governments have established policies supporting sustainable finance, participants noted that capital flows remain constrained due to a shortage of bankable, transparent green projects.

H.E. Mr. Sou Socheat, Delegate of the Royal Government in charge as Director General of the SERC, joined a panel discussion on “National Perspective on Green Finance.” He highlighted Cambodia’s efforts in advancing sustainable finance through the development of regulatory frameworks aligned with international standards.
During his intervention, H.E. Mr. Sou Socheat emphasized that sustainable finance is a core component of Cambodia’s strategy for achieving long-term, inclusive, and environmentally responsible growth. He noted that Cambodia is developing frameworks for green, social, sustainability, sustainability-linked, and transition finance instruments aimed at supporting companies’ low-carbon transition.
“We are developing regulatory frameworks aligned with international and regional standards to enhance credibility and cross-border acceptance,” he said. “Building investor confidence in emerging markets begins with transparency, strong partnerships, and a clear pipeline of sustainable projects ready for financing.”
Investor Roundtable Focuses on Connecting Projects and Capital
The event also featured an Investor Roundtable where H.E. Mr. Sou Socheat delivered the opening remarks. The roundtable facilitated direct engagement between green project developers and potential investors, aiming to boost investment in sustainable initiatives across Cambodia, Thailand, and Mongolia.
Both the regional workshop and investor roundtable attracted wide participation from financial institutions, regulatory bodies, and project developers. Organizers emphasized that building robust green project pipelines will be essential for meeting regional climate goals and unlocking long-term sustainable investment.
