Cambodia Public Bank has secured first place in the latest Cambodia SuperPower Banking Index 2026 results, leading a closely contested group of banks with assets between $2 billion and $4.99 billion.
The results form the third of four asset-cohort rankings published by SuperBankRatings, an Andersen Consulting Cambodia specialised research and rating platform.
The division’s top five
- No. 1 — Cambodia Public Bank: 4.31 out of 5
- No. 2 — Bank of China (Hong Kong), Phnom Penh Branch: 4.22 out of 5
- No. 3 — Foreign Trade Bank of Cambodia: 4.05 out of 5
- No. 4 — Sathapana Bank: 4.00 out of 5
- No. 5 — Wing Bank: 3.98 out of 5
Just 0.33 points separate the five institutions, while Cambodia Public Bank leads second-placed Bank of China by 0.09 points.
SuperBankRatings described the division as one of Cambodia’s most closely contested banking peer groups, with limited differentiation among its leading institutions and a relatively narrow spread in their overall performance.
Institutional balance determines the rankings
The platform said peer positions are determined by the consistency and balance of several institutional strengths rather than balance-sheet size alone.
The assessment considers:
- Financial performance
- Capital and liquidity
- Governance
- Risk management
- Franchise strength
- Operational capability
According to SuperBankRatings, relatively modest changes across these areas could materially affect how the five banks are positioned in future editions of the index.
Asset size is used only to determine which division a bank enters. Rankings within each cohort are based on the platform’s wider assessment of institutional quality, resilience and capability.
Ranking examines 11 institutional parameters
The published methodology assesses banks across 11 parameters and 329 benchmark points, combining financial and non-financial measures.
The framework uses a 40% quantitative and 60% qualitative methodology, examining areas including financial strength, funding and liquidity, governance, risk management, market position, sustainability and technology.
SuperBankRatings describes the results as analytical peer-ranking opinions. They are not statutory credit ratings, supervisory rankings or recommendations concerning deposits or investments.

Final heavyweight division to follow
The latest release follows the under-$1 billion division, led jointly by Mizuho Bank Phnom Penh Branch and the Agricultural and Rural Development Bank, and the $1 billion–$1.99 billion division, led by Maybank (Cambodia).
The fourth and final ranking will cover Cambodia’s banks with assets of $5 billion or more. The Super Heavyweight division is scheduled for release on September 21.
