South Australia Eyes Expanded Economic Ties with Cambodia Across Key Sectors

South Australia is seeking to deepen its engagement with Cambodia, with both sides exploring new avenues for collaboration across critical sectors such as education, agriculture, clean energy, tourism, and vocational training. The move signals a fresh effort to revitalize bilateral cooperation and unlock new economic opportunities between the two markets.

Strengthening Bilateral Engagement

In a social media statement Cambodian Prime Minister Hun Manet announced plans for a high-level meeting with South Australian Governor Frances Adamson aimed at strengthening bilateral cooperation. The discussions are expected to focus on strategic sectors such as education, renewable energy, trade, agriculture, and investment, along with initiatives to boost cultural and tourism exchanges between the two regions.

The Prime Minister also expressed appreciation for Australia’s longstanding role in supporting Cambodia’s peacebuilding, reconstruction, and economic progress. He noted South Australia’s particular contribution to Cambodia’s human capital development, especially through long-running vocational and educational training programs. The upcoming engagement is being positioned as part of a broader commitment to building a sustainable and mutually beneficial partnership.

Exploring Synergies in Education, Energy, and Tourism

Governor Adamson, who is visiting Cambodia as part of the effort to strengthen bilateral ties, emphasized South Australia’s intent to explore further collaboration, particularly in sectors where both parties can bring mutual value.

Currently, around 4,000 Cambodians are living, studying, and working in South Australia. The state is positioning itself as a gateway for broader cooperation in agriculture, clean energy innovation, and international education — sectors where it already holds competitive expertise.

The education sector, in particular, remains a key pillar of cooperation, with South Australia having previously supported Cambodian students through scholarships and technical training programs. Renewable energy is also gaining traction, with both countries identifying it as an emerging priority for sustainable development.

Trade and Labour Mobility Gaps Remain

Despite ongoing efforts to strengthen bilateral ties, investment and trade flows between South Australia and Cambodia remain relatively limited. Analysts note that while Cambodia does import products such as meat and wine from Australia, overall commercial engagement between the two markets is still modest and underdeveloped.

Australia’s strengths in renewable energy and education are seen as areas where Cambodia could benefit more substantially. Tourism also presents an opportunity for growth, with potential to increase the number of Australian visitors to Cambodia through enhanced collaboration.

One notable area lacking progress is labour mobility. While Cambodia has signed Memorandums of Understanding with countries such as Japan and South Korea to facilitate the legal migration of Cambodian workers, no such formal agreement currently exists with Australia, including its state of South Australia. Given Australia’s ongoing labour shortages and its existing agreements with several other countries, this absence is viewed as a gap that could be addressed to deepen bilateral cooperation.

Outlook: Room for Growth

As Cambodia prepares for its post-Least Developed Country (LDC) transition, partners like Australia are expected to play an increasingly important role in supporting economic modernization and regional integration. Education and vocational training are likely to remain cornerstones of bilateral cooperation, but trade, investment, and tourism flows may also increase if regulatory and structural barriers are addressed.

With South Australia now signaling renewed interest in strengthening ties, the visit by Governor Adamson could mark a turning point in efforts to build a more diversified and dynamic partnership between the two economies.
