Cambodia and Vietnam have agreed to accelerate plans connecting their flagship expressway networks at the Bavet–Moc Bai international border crossing, targeting completion of the cross-border link by 2030.
The agreement represents a significant step toward creating a faster road corridor between Phnom Penh and Ho Chi Minh City, potentially reducing transport costs, easing border congestion and strengthening trade and investment between the neighbouring economies.
Cambodia’s Minister of Public Works and Transport Peng Ponea and Vietnam’s Minister of Construction Tran Hong Minh reached the consensus during a strategic meeting in Hanoi last Friday.
The discussions focused on connecting Cambodia’s Phnom Penh–Bavet Expressway with Vietnam’s Ho Chi Minh City–Moc Bai Expressway and aligning the technical and operational requirements of the two projects.
Existing Border Crossing Offers Short-Term Solution
Under the initial plan, the two expressways would be connected through the existing Bavet–Moc Bai international border gate. The approach would allow both countries to use infrastructure already in place while a more comprehensive long-term connection is studied.

The ministries agreed that further research, technical surveys and impact assessments would be required to determine the final design and address potential traffic congestion around the border area.
The connection will also require coordination on technical standards, customs procedures, traffic management and supporting infrastructure to ensure vehicles can move efficiently between the two national expressway systems.
Both governments are seeking to maximise the economic value of their respective projects by establishing a continuous high-speed route linking their major commercial centres.
Once operational, the combined corridor is expected to improve the movement of goods and passengers between Phnom Penh and Ho Chi Minh City, two of mainland Southeast Asia’s increasingly connected urban economies.
Trade and Investment Corridor
The expressway link could provide a major logistics upgrade for manufacturers, exporters, agricultural producers and transport companies operating between Cambodia and Vietnam.
Vietnam is one of Cambodia’s largest trading partners, while the Bavet–Moc Bai crossing is an important gateway for bilateral commerce and overland travel. Faster journeys and more predictable delivery times could strengthen the competitiveness of businesses using the corridor.
Improved connectivity may also encourage new investment in logistics centres, industrial zones, tourism facilities and commercial developments along the route, particularly in Svay Rieng province and areas surrounding the border.
The initiative forms part of wider efforts to improve transport connectivity across the Greater Mekong Subregion and strengthen Cambodia’s links with regional supply chains.
Prime Minister Hun Manet highlighted the strategic importance of connecting the two expressways during a bilateral meeting in Hanoi in June. Cambodian and Vietnamese leaders presented the project as a practical demonstration of deeper economic cooperation and long-term regional integration.
Phnom Penh–Bavet Expressway Under Construction
Cambodia’s Phnom Penh–Bavet Expressway is currently under construction and will become the country’s second expressway after the Phnom Penh–Sihanoukville route.
The approximately 138-kilometre project passes through Phnom Penh and the provinces of Kandal, Prey Veng and Svay Rieng before reaching Bavet city near the Vietnamese border.
On the Vietnamese side, the Ho Chi Minh City–Moc Bai Expressway is designed to improve connectivity between the country’s largest commercial centre and the Cambodian frontier.
Bringing the two projects together would establish a direct expressway corridor between Phnom Penh and Ho Chi Minh City, supporting growing cross-border trade while reducing pressure on existing national roads.
Cambodia and Vietnam’s transport ministries said they would continue coordinating on infrastructure expansion and modernisation as they work toward the proposed 2030 connection deadline.
