La French Tech Phnom Penh has met Cambodia’s Minister of Post and Telecommunications, H.E. Dr. Chea Vandeth, to discuss international technology partnerships, skills development and plans for a regional forum in November.
The meeting brought together ministry officials and representatives from investment, technology and cybersecurity businesses. It focused on ways Cambodian technology companies could build local talent, develop services for overseas customers and connect with investors and partners in France and other markets.
The ministry delegation included H.E. So Visothy, Secretary of State; H.E. Sam Sethserey, Director General of the General Department of Information and Communications Technology; and H.E. Seng Sopheap, President of the Cambodia Academy of Digital Technology.
Thierry Tea and Cedric Kang led the La French Tech Phnom Penh delegation, which included representatives from Canadia Impact Fund, TechFlow Agency, Redbridge Cybersecurity, SBI, OCIC and Umami.
November forum puts international links in focus
La French Tech Phnom Penh briefed the ministry on FrancoTech, which will take place alongside the Sommet de la Francophonie, and presented plans for French Tech Forum Asia – Phnom Penh, scheduled for November 14–17, 2026.
The forum aims to bring together technology communities from Asia and the Francophone world, create business connections and showcase Cambodian companies. La French Tech Phnom Penh said its wider network spans France and more than 60 international technology ecosystems.
For Cambodian startups and service providers, the commercial opportunity discussed at the meeting was access to customers and partners beyond the domestic market. The delegation said it could help companies connect with investors, mentors and potential clients while navigating opportunities in France, Europe and French-speaking markets.
Skills, digital trade and cybersecurity discussed
The two sides identified software development, artificial intelligence, blockchain, e-commerce, digitalisation and cybersecurity as possible areas for cooperation. They also discussed linking education more closely with industry needs so Cambodian workers can gain practical technology skills.
Digital trade was another focus, including potential links with CambodiaTrade.com to help local businesses reach customers in Europe, the United States and Asia. Participants also discussed digital services for businesses and government, drawing on initiatives such as verify.gov.kh.
The proposals remain areas for exploration. The announcement did not specify funding commitments, signed agreements or implementation timelines.
La French Tech Phnom Penh also raised the possibility of working with existing organisations, including Plug and Play, Khmer Enterprise, Techo Startup Center, the Entrepreneurship Development Fund and the Skills Development Fund. Joint events, business matching, mentorship and international delegations were among the potential activities discussed.
The meeting reflects a shared interest in expanding Cambodia’s technology sector through public and private cooperation. The next measure of progress will be whether those discussions lead to partnerships that help Cambodian companies win business abroad and create opportunities for Khmer technology talent.
