Borey Vimean Samnang Project Moves Toward Public Listing as CSX Grants First Preliminary Approval of 2026

Cambodia Investment Review

Borey Vimean Samnang Plc., a luxury real estate development project in Phnom Penh, has taken a step closer to entering Cambodia’s capital markets after receiving approval in principle from the Cambodia Securities Exchange (CSX) for a Main Board listing.

The approval marks the first preliminary listing approval granted by the CSX in 2026 and confirms that the company has met the initial eligibility requirements under the exchange’s listing framework. However, several regulatory and procedural steps remain before its shares can be officially listed and traded.

Further regulatory steps required

A key requirement is obtaining approval from the Securities and Exchange Regulator of Cambodia (SERC), which oversees securities issuance and investor protection. In addition, Borey Vimean Samnang must fulfill remaining listing conditions set by the CSX, including corporate governance standards, financial disclosures, and other compliance measures.

This structured process reflects Cambodia’s regulatory approach to capital markets, aimed at strengthening transparency and investor confidence as more companies consider public listings.

Capital markets continue gradual expansion

The preliminary approval comes as Cambodia’s capital markets continue to show gradual expansion, with more domestic companies exploring equity listings to raise capital and enhance visibility.

Since its establishment in 2012, the CSX has worked to broaden investment opportunities and deepen market participation. While the exchange remains relatively small compared to regional peers, recent developments suggest a growing pipeline of potential listings across sectors.

The potential inclusion of Borey Vimean Samnang would add to sector diversity on the exchange, particularly within real estate, which remains a key component of Cambodia’s economic landscape.

Project profile and development scale

Borey Vimean Samnang Plc. is owned and developed by Oknha Dr. Kim Heang, who began his career in Cambodia’s real estate sector in 2001.

The development spans approximately 25 hectares and includes more than 400 residential units, comprising shophouses, Prince Villas, Queen Villas, King Villas, and Royal Villas. The project reflects ongoing demand for residential housing developments, particularly in higher-end segments of the Phnom Penh market.

A potential listing would allow the company to access long-term financing, support further expansion, and strengthen its corporate profile.

If successfully listed, Borey Vimean Samnang would join a small but growing group of firms on the CSX Main Board, contributing to improved market liquidity and broader investor participation.

The development highlights a broader shift in Cambodia’s financial landscape, as companies increasingly look to capital markets as part of their long-term growth strategies.
