Cambodia’s ISI GROUP, in partnership with capital collaborators, has officially launched the ISI Special Economic Zone (ISI SEZ), marking a significant step in advancing the country’s industrial and economic landscape. The grand launch ceremony was held at ISI TOWER, the group’s Phnom Penh headquarters, drawing over 200 distinguished guests, including senior Cambodian government officials, business leaders, and members of the international community.
Strategic Location and Development Scope
The ISI SEZ, strategically located in Sihanoukville, spans over 800 hectares, with the first phase of 200 hectares already under development. Positioned along the Phnom Penh-Sihanoukville Expressway and within close proximity to deep-sea ports and an international airport, the zone is designed to support export-oriented enterprises with efficient logistics and connectivity. Phnom Penh, the nation’s capital, is just 1.5 hours away, adding further logistical convenience.
During the launch, His Excellency Say Samal, Deputy Prime Minister and Minister of Land Management, Urban Planning, and Construction, addressed attendees, commending the collaboration behind the project. “The development of this economic zone is an important achievement for Cambodia,” he stated. “I hope that this special economic zone will be able to produce finished products for export and create a comprehensive production chain, ultimately supporting the development of the whole nation.”
Government Backing and Investor Confidence
H.E. Say Samal emphasized Sihanoukville’s pivotal role in Cambodia’s economy and affirmed his commitment to supporting development initiatives in the region. His remarks were echoed by other high-ranking officials, including H.E. Chea Vuthy, Secretary General of the Cambodian Investment Board. “Sihanoukville is a national economic pole full of potential,” H.E. Chea Vuthy noted. “The Royal Government considers the private sector the engine of national economic growth, and ISI SEZ aligns perfectly with this vision by enhancing Cambodia’s competitiveness and creating new opportunities for investment.”
Mr. Kang Leng, Chairman of ISI GROUP, reflected on the group’s achievements in industrial park development and its ambitions for ISI SEZ. “Following the success of ISI PARK Veng Sreng and ISI PARK National Road 2, ISI GROUP has reaffirmed its commitment to enhancing Cambodia’s industrial landscape. Our goal is to create a vibrant ecosystem where businesses can thrive and communities can flourish,” he stated. ISI PARK Veng Sreng currently supports over 100 enterprises, generating $1 billion in transactions and creating 10,000 jobs, while ISI PARK National Road 2 offers strong connectivity to national infrastructure.

Comprehensive Infrastructure and Sustainability
The ISI SEZ has been meticulously planned with the assistance of an Australian design institute to incorporate modern infrastructure and an ecological approach. The development includes a one-stop service center, worker dormitories, a water purification plant, a sewage treatment facility, a power substation, and a vocational training school. The natural waterfront within the zone is also integrated into the design, creating a balance between industrial activity and environmental sustainability.
H.E. Prof. Bundit Sapheacha Dr. Sok Siphana, Senior Minister and Chairman of the Trade Policy Advisory Board, emphasized the significance of private-public collaboration in advancing Cambodia’s economy. He highlighted the government’s role in facilitating investment and creating a conducive regulatory environment to attract both local and international businesses to the ISI SEZ.
The event also provided a platform for potential investors to explore opportunities in Southeast Asia, with many expressing interest in Cambodia’s growing industrial sector. ISI SEZ’s advanced infrastructure and its proximity to critical transport hubs make it a key location for businesses seeking access to regional and global markets.
