BILL 24 Co., Ltd (Bill24) and AUPP Technology Center Co., Ltd (ATC) have signed a Memorandum of Understanding (MOU), establishing a framework for cooperation in technology and digital solutions to support Cambodia’s startups, education sector, and micro, small and medium enterprises (MSMEs). MoU between ATC and Bill24.
The MOU was signed by Mr. Andrey Sheen, Chief Executive Officer of Bill24, and Mr. Jan Lambrechts, Director of AUPP Technology Center, reflecting the two organisations’ shared commitment to supporting Cambodia’s growing digital economy.
Through this partnership, Bill24 and ATC will explore opportunities to bring practical technology solutions closer to schools, startups, and small businesses across Cambodia. By combining Bill24’s payment technology and MSME digital tools with ATC’s startup and innovation ecosystem, the partnership aims to support greater technology adoption and create new opportunities for Cambodia’s digital economy.
“ATC has the platform and the ecosystem; we have the payment infrastructure and MSME digital tools. Together, we can put working tools in front of the education institutions, startups and small businesses that need them,” said Mr. Andrey Sheen, Chief Executive Officer of Bill24.

The MOU provides a foundation for both organisations to identify and develop practical areas of collaboration over time. Specific initiatives and implementation plans will be jointly agreed upon as the partnership progresses, allowing both organisations to respond to emerging needs and opportunities across Cambodia’s technology, startup, education, and MSME landscape.
