Cambodia Investment Review

Smart Axiata has been awarded the Gold Certificate of Tax Compliance by the General Department of Taxation (GDT) for the sixth consecutive year, underscoring the company’s unwavering commitment to transparency, integrity, and responsible corporate citizenship in Cambodia.

Smart’s contribution to national development has also been recognized and congratulated by Prime Minister Samdech Moha Borvor Thipadei Hun Manet, as the third-largest taxpayer in Cambodia in 2025. Alongside this, the company continues to invest in Cambodia’s digital future, with over 4,400 network sites by end of 2025 and the recent deployment of 750 5G base stations in 2026, powering connectivity that supports everyday lives and long-term progress.

The recognition reflects Smart’s consistent adherence to Cambodia’s highest standards of tax compliance year after year, and its continued contribution to national development through substantial fiscal responsibility.

Smart’s achievement goes beyond financial compliance. The company has embedded strong governance, risk management, and ethical standards across its operations, guided by a zero‑tolerance approach to corruption and a robust internal compliance framework. With ESG at the core of its business strategy, Smart has consistently aligned commercial growth with responsible practices, transparently reporting its environmental, social, and governance performance through annual sustainability reports for the past decade.

This milestone builds on a strong track record of independent recognition for Smart’s commitment to excellence, including awards from independent chamber of commerce such as AmCham and EuroCham, as well as regional recognition via the ASEAN Outstanding Social Welfare and Development Award (AOSWADA) in 2025.

Ritesh Kumar Singh, Chief Executive Officer of Smart Axiata remarked, “Strong governance and trust remain essential as Cambodia accelerates its digital transformation. Receiving the Gold Certificate of Tax Compliance for the sixth consecutive year, alongside recognition as one of Cambodia’s largest taxpayers, reflects our unwavering commitment to integrity, the discipline of our people, and our role beyond connectivity—as a long-term partner contributing to everyday lives and national progress.

We remain focused on operating transparently, creating meaningful impact, and delivering value our customers and the country can trust over time.”

The sixth consecutive Gold Certificate from the GDT and recognition as the third largest taxpayer in Cambodia for 2025 reaffirms Smart Axiata’s belief that socio-economic contribution starts with integrity, and that sustainable innovation is strongest when grounded in transparency and accountability.
