ByteDC Solutions Co., Ltd. and Cambodian health technology platform Pethyoeung have signed a Memorandum of Understanding (MoU) to migrate millions of digital health records onto locally hosted cloud infrastructure, marking a significant step in Cambodia’s digital healthcare and data sovereignty ambitions.
The partnership will see Pethyoeung progressively move its healthcare platform from offshore data centers to ByteDC’s sovereign cloud infrastructure, allowing hospitals, clinics and healthcare providers using the platform to host sensitive patient information entirely within Cambodia.
The agreement comes as Cambodia continues advancing its digital economy agenda and prepares for the introduction of new personal data protection legislation being developed by the Ministry of Post and Telecommunications.
Supporting Cambodia’s Digital Healthcare Infrastructure
Under the agreement, ByteDC will provide cloud computing, storage, networking and backup services through a phased migration designed to minimize disruption for healthcare providers already using Pethyoeung’s platform.
The companies said the move will provide healthcare organizations with an additional option for locally hosted cloud services while improving system performance through lower latency, strengthening business continuity and providing in-country technical support.
The partnership also includes collaboration on disaster recovery services and exploring future digital health initiatives with the Ministry of Health, public hospitals and development partners.
Millions of Health Records to Remain in Cambodia
Pethyoeung said the migration represents part of a broader effort to localize critical healthcare infrastructure while ensuring medical records remain securely hosted within Cambodia.
The company’s electronic health record (EHR) platform has been operating since 2015 and now serves nearly 500 healthcare systems across the country. It has digitized millions of patient health records while also providing consumers access to healthcare providers, appointment bookings and digital medical records through its e-Health ID application.
ByteDC Chief Executive Officer Bob Lim said healthcare information represents one of a country’s most sensitive forms of data.
“Health data is among the most sensitive information a country holds, and it belongs at home,” Lim said.
He said the partnership provides Pethyoeung’s healthcare network with sovereign cloud infrastructure capable of meeting the performance requirements of clinical systems while allowing future expansion.
Pethyoeung Co-founder and Chief Executive Officer Limsan Pong said the company’s long-term objective is to create a fully digital healthcare ecosystem that gives patients greater ownership and access to their medical records.
“Partnering with Cambodia’s first Tier III cloud-native provider, ByteDC, to move health data from offshore providers onto an in-country cloud means faster, more reliable services for the hospitals and patients who rely on us,” Pong said.
Growing Focus on Data Sovereignty
The agreement reflects a broader trend across Cambodia toward data localization as government agencies and private sector organizations prepare for stronger data governance requirements.
The companies said hosting healthcare data domestically supports Cambodia’s Digital Economy and Society Policy Framework 2021-2035 and aligns with the country’s evolving regulatory framework for personal data protection.
Beyond healthcare, ByteDC said its sovereign cloud platform is designed to provide banks, enterprises and government agencies with an alternative to overseas cloud hosting, allowing organizations to retain sensitive data within Cambodia while accessing locally managed cloud infrastructure.
The partnership also highlights the growing role Cambodian technology companies are expected to play in building domestic digital infrastructure as demand for secure cloud services continues to expand across the country’s healthcare, financial services and public sectors.
