CLR 50 ‘Khmer Women Voices’ 2026: Sokly Nouv – Chief Treasury Officer at Wing Bank

Cambodia Investment Review

As Chief Treasury Officer at Wing Bank, Sokly Nouv plays a key role in managing liquidity, financial markets, and treasury operations for one of Cambodia’s leading digital banks. With more than a decade of experience in treasury management and corporate banking, she has helped strengthen the financial foundations supporting the country’s rapidly evolving banking sector.

Working at the intersection of strategy, risk management, and financial markets, Sokly has witnessed Cambodia’s banking industry become increasingly sophisticated through digital innovation and regional integration. She believes strong treasury leadership is essential to maintaining financial stability while supporting long-term growth.

In this edition of 50 Khmer Women Voices 2026, Sokly reflects on the growing role of women in Cambodia’s banking sector, the importance of treasury management, emerging trends shaping financial markets, leading through uncertainty, and her advice for the next generation of women pursuing careers in finance.

Women in Cambodia’s Banking and Financial Sector

CLR: Cambodia’s banking and financial sector has evolved rapidly over the past decade, with more women stepping into senior leadership positions. From your perspective, how has the role of women in finance and banking leadership changed during this time?

Sokly: Over the past decade, Cambodia’s financial sector has seen a clear shift in how women contribute to leadership, moving from supporting roles into positions that actively shape strategy and decision-making. This is increasingly evident in areas like treasury, risk, and corporate banking, where structured thinking and long-term perspective are essential. There is growing recognition that diverse perspectives strengthen financial institutions, especially in managing complexity and uncertainty. While progress has been meaningful, continuing to build strong leadership pipelines for women will be key to sustaining growth and balance within the sector.

The Importance of Treasury Leadership

CLR: Treasury operations play a critical role in maintaining liquidity, managing risk, and supporting financial stability. How important is strong treasury leadership within Cambodia’s increasingly dynamic banking environment?

Sokly: As the financial landscape continues to evolve, the role of treasury is shifting beyond operations to become increasingly strategic in maintaining trust and stability within the banking system. This requires strong capabilities in managing liquidity, closely monitoring market movements, and responding effectively to external shocks with both technical expertise and disciplined execution.

A well-managed treasury function ensures that banks are positioned to meet their obligations, support sustainable growth, and navigate periods of volatility with confidence, reinforcing overall institutional resilience.

Cambodia’s Financial Sector is Becoming More Sophisticated

CLR: Cambodia’s financial sector is becoming more sophisticated through digital banking, growing financial services, and greater regional integration. What trends do you believe are shaping the future of treasury management and financial markets in the Kingdom?

Sokly: Looking at Cambodia’s financial landscape today, the pace of transformation is becoming more evident through digital adoption, product diversification, and closer regional linkages.

These shifts are gradually reshaping how financial institutions manage liquidity, approach risk, and interact with broader markets. For treasury, this means adapting to a more integrated and data-driven environment, where responsiveness and visibility are increasingly important. The ability to anticipate trends, leverage technology, and operate across connected markets will define the next phase of development.

Strategic Thinking Within a High-Responsibility Role

CLR: Treasury management often involves fast-moving decision-making and navigating changing market conditions. How do you personally approach leadership, resilience, and strategic thinking within such a high-responsibility role?

Sokly: In such a setting, I focus on maintaining clarity of thought, staying grounded in data, and ensuring decisions remain aligned with broader institutional priorities. Resilience comes from preparation and consistency having strong frameworks, reliable information, and a capable team.

By fostering discipline and accountability, it becomes possible to navigate pressure effectively while maintaining a long-term perspective. Working in treasury requires making timely decisions in environments where conditions can change quickly, often with significant implications.

Advice for Future Women Leaders in Finance or Corporate Leadership

CLR: What advice would you give to young Cambodian women who are interested in building careers in banking, treasury management, financial markets, or corporate leadership?

Sokly: Starting a career in finance can feel complex at first, but building strong fundamentals early on makes a meaningful difference over time.

I would encourage young women to focus on developing technical skills, understanding how financial systems operate, and staying open to learning across different areas. At the same time, growth comes from experience being proactive, taking on challenges, and learning from real situations.

With persistence, confidence, and continuous development, there are strong opportunities to grow into leadership roles and contribute meaningfully to Cambodia’s financial sector.
