Cambodia Investment Review (CIR) is partnering with Black Swan Summit Cambodia 2026, bringing together policymakers, financial institutions, technology companies and investors in Phnom Penh on November 15–16.

Hosted by the National Bank of Cambodia (NBC) and the Global Finance & Technology Network (GFTN), the two-day summit will explore how financial innovation can strengthen economic connections between Southeast Asia and the global Francophone community.

Connecting ASEAN and Francophone Markets

Held under the theme “Disruptive by Design”, the event will take place alongside the 20th Francophonie Summit. Discussions will examine cross-border payments, remittances, trade settlement and fintech partnerships linking ASEAN with Francophone markets across Africa, Europe and other regions.

Cambodia’s Digital Payments Experience

Cambodia’s experience developing digital payment infrastructure will provide a practical case study, with particular attention to Bakong, NBC’s blockchain-based system connecting banks and e-wallets.

“Bakong has shown us that digital infrastructure can support greater interoperability, widen access to digital payment and strengthen the role of the Riel, and connect Cambodia more closely with other economies,” NBC Governor H.E. Chea Serey said.

GFTN Group CEO Sopnendu Mohanty said the forum would encourage countries to exchange practical experience.

“The opportunity is to move from countries sharing ideas about financial innovation to countries sharing infrastructure, working models and pathways to deployment,” he said.
