Chemonics International Inc. is currently seeking applications for the role of Deputy Chief of Party – Operations (DCOP) for the USAID Advancing Youth Leadership (AYL) Activity. This position is based in Phnom Penh, Cambodia, and plays a crucial role in a five-year project aimed at fostering youth leadership and civic engagement, with a particular focus on including marginalized groups. The project, with a budget of $14.9 million, seeks to empower young Cambodians to actively participate in community development.

The DCOP will lead the operational and financial management aspects of the AYL Activity, managing a team that includes an Operations and Finance Manager, HR and Admin Associate, and Communications and Events Associate. Additionally, this role acts as a secondary contact with USAID, supporting the Chief of Party (COP) as necessary and ensuring the team’s collaboration and development.

Main responsibilities include:

The main responsibilities include overseeing the daily operational management and administration of the AYL Activity, such as human resources, administration, finance, communications, and event management. The DCOP is expected to maintain the quality and accuracy of project deliverables within their purview and to supervise and enhance the capacity of their team.

The role involves establishing and maintaining effective relationships with development partners, community participants, private sector entities, local civil society organizations, NGOs, the Government of Cambodia, and other relevant stakeholders. Additionally, the DCOP will assist in managing and selecting grants under contract and support the COP in the strategic direction of the activity, including representing the project to USAID and other stakeholders as needed.

Experience applicants need:

Applicants should have at least 8 years of experience in managing development programs related to civil society and civic engagement, preferably with experience in large grants programs. Leadership in operational management, strategic planning, and the ability to lead a multidisciplinary team are required. Strong communication skills, the ability to collaborate with a wide range of partners, and fluency in English and Khmer are also necessary.
