Wing Bank (Cambodia) and KESS Innovation have signed a Memorandum of Understanding to provide a convenient, instant, and secure payment service to those who need public services at One Window Service Office (OWSO) nationwide.
The groundbreaking agreement, signed by Han Peng Kwang, CEO of Wing Bank, and Pes Kimsrean, CEO of KESS Innovation, aims to integrate the cutting-edge digital payment service of Wing Bank into the payment platform of KESS Innovation to give more payment options at One Window Service Office and boost digital payments in Cambodia.
“Wing Bank’s digital payment is well known and has been widely used by every Cambodian. I am very delighted that our collaboration today with KESS allows us to extend our services to support One Window Service Office nationwide providing convenient payment options when accessing public services in our community,” said Han Peng Kwang, CEO of Wing Bank.
Thanks to this strategic partnership, KESS will be another important innovative biller partner of Wing Bank that is able to extend the payment service of Wing Bank to many of its partners such as One Window Service Office.

Individual and business companies requesting public services can make their payments using WingPay QR at the One Window Service kiosk. Alternatively, they can bring their receipts with reference numbers to any Wing Cash Xpress and make the payment. Also, they can choose Wing as a payment option on KESS’s website and mobile App, as well as the website and mobile application of One Window Service Office.
The One Window Service Office offers services for 14 sectors, equivalent to 311 services, sub-national level for Cities and Provinces including 1. Health Sector, 2. Tourism Sector, 3. Public Work and Transport Sector, 4. Culture and Fine Art Sector, 5. Information Sector, 6. Environment Sector, 7. Industrial, Science, Technology and Innovation Sector, 8. Mine and Energy Sector, 9. Commerce Sector, 10. Land Management, Urban Planning, and Construction Sector, 11. Agriculture, Forestry and Fisheries Sector, 12. Labour and Vocational Training Sector, 13. Administration works, and 14. Legalisation works.
Both Wing Bank and KESS Innovation share a common goal of using their digital payment expertise to improve the daily lives of the community and endorse and fully support the Royal Government in promoting the Digital Economy in Cambodia.
