Wing Bank has committed a total of USD 500 million in financing to support enterprises, SMEs, MSMEs, startups, and women entrepreneurs, as the bank aligns its lending strategy with Cambodia’s broader push for inclusive growth, digitalisation, and private-sector development.
The commitment is structured across three separate partnerships with key government institutions, targeting women-led businesses, trade-related cash-flow constraints, and innovation-driven enterprises. Taken together, the initiatives position Wing Bank as a central private-sector partner in addressing long-standing gaps in access to finance for Cambodia’s emerging business segments.
Supporting Women-Led Businesses Through Targeted Capital
A core component of the initiative is a USD 100 million loan commitment to the Women’s Economic and Entrepreneurship Development Centre (WEE-DC), an institution under the Ministry of Women’s Affairs. The funding is aimed at helping Cambodian women start, formalise, and scale businesses across a range of sectors.

The pledge follows a public appeal made during the official inauguration of WEE-DC in Phnom Penh by H.E. Dr. Pich Chanmony Hun Manet, who highlighted the need for stronger financial backing to translate women’s economic participation into sustainable enterprises.

Neak Oknha Kith Meng, Chairman of the Board of Directors of Wing Bank and Chairman and CEO of Royal Group of Companies, said women entrepreneurs represent a critical driver of national development, particularly through job creation and community-level economic activity.
Wing Bank said the WEE-DC facility will be complemented by capacity-building initiatives, helping women entrepreneurs not only access capital but also strengthen financial management and long-term business planning.
Easing Trade Cash Flow Through Digital Tax Payments
Beyond entrepreneurship, Wing Bank is also targeting structural challenges faced by businesses engaged in trade. Under a memorandum of understanding with the General Department of Customs and Excise of Cambodia, the bank has introduced a USD 200 million credit line designed to support companies paying duties and taxes via its digital payment platform.
The facility offers zero-interest financing for up to five days, providing short-term liquidity relief for businesses managing customs obligations. Wing Bank said the initiative is intended to reduce cash-flow pressure while encouraging wider adoption of e-payments in trade and logistics.

The bank views the arrangement as a practical tool to improve efficiency in customs payments, particularly for SMEs and import-export businesses that often face timing mismatches between tax obligations and incoming revenues.
Financing Innovation and MSME Growth
The remaining USD 200 million has been committed through a separate MoU with the Ministry of Industry, Science, Technology & Innovation, focusing on entrepreneurs, MSMEs, and startups seeking to improve competitiveness and adopt new technologies.
The funding will support businesses working to expand operations, modernise processes, and develop innovative products and services, reflecting the government’s emphasis on productivity and value-added growth.

He noted that improving access to capital and digital tools for SMEs, startups, and women-led enterprises is essential to building a more inclusive and resilient economy.
Alongside financing, Wing Bank said it will collaborate with its government partners to host training sessions and workshops for beneficiaries, aimed at ensuring businesses can effectively utilise the funding and sustain growth.
