The Coordinating Committee for Developing the Informal Economy (CCDIE) and Manulife Cambodia have signed a memorandum of understanding to deliver free life insurance coverage and financial literacy training to workers in Cambodia’s informal economy.
Insurance Coverage for Registered Workers
Under the agreement, informal workers aged 18 to 60 who register on the Royal Government’s digital platform will automatically receive Group Personal Accident (GPA) life insurance coverage worth 1 million riel (approximately US$250). The policy, provided at no cost, covers accidental death and total disability for one year.
As of September 5, more than 146,000 workers have already received certificates under the government’s program, making them eligible for the benefit. Officials said the scheme is part of a broader effort to formalize and protect the large share of Cambodia’s workforce employed in the informal economy.

Financial Literacy to Support Small Businesses
Alongside insurance, Manulife Cambodia will deliver financial education programs tailored to micro and small business owners. The training aims to improve budgeting, debt management, and risk preparedness, providing entrepreneurs with tools to build long-term resilience.
Government officials emphasized that the partnership reflects a push to involve both domestic and international partners in strengthening Cambodia’s informal economy. Industry representatives noted that the initiative not only offers protection but also supports economic inclusion.
Manulife’s Growing Role in Cambodia
Manulife, a Canada-headquartered financial services group, has operated in Cambodia since 2012. The company currently provides coverage to over 100,000 Cambodian families and has disbursed more than US$13 million in claims. Executives said the new collaboration underscores the insurer’s long-term commitment to improving financial security in Cambodia.
