Cambodia welcomed Marcos dos Reis da Costa as Timor-Leste’s new Ambassador Extraordinary and Plenipotentiary, following the conclusion of his predecessor’s tenure H.E. Ermenegildo Kupa Lopes. Da Costa presented himself to Deputy Prime Minister and Foreign Affairs Minister Prak Sokhonn on August 25, marking the start of his diplomatic mission in Phnom Penh.
The meeting underscored a commitment to further strengthening bilateral ties. Prak Sokhonn congratulated Da Costa on his appointment and pledged the Ministry’s full support in facilitating his mission. He noted confidence that the new ambassador would continue the positive trajectory of relations established by the former envoy.
Strengthening bilateral cooperation
Da Costa reaffirmed Timor-Leste’s commitment to deepen cooperation across a wide range of sectors, from political to economic and cultural exchanges. He highlighted his dedication to maintaining momentum in bilateral ties and building upon achievements secured by his predecessor.

Prak Sokhonn also took the opportunity to thank Timor-Leste for the hospitality extended to Hun Sen, President of the Senate of Cambodia, during his official visit to Dili in May. Cambodian officials emphasized that such exchanges provide a strong foundation for enduring cooperation.
ASEAN integration and regional solidarity
During the courtesy call, Ambassador Da Costa expressed Timor-Leste’s appreciation for Cambodia’s longstanding support of its bid to join the Association of Southeast Asian Nations (ASEAN). Cambodia has been a key advocate of Timor-Leste’s accession process, which would make it the bloc’s 11th member.
Prak Sokhonn reiterated Cambodia’s readiness to assist the new ambassador in carrying out his mission, noting that deeper Cambodia–Timor-Leste relations would contribute not only to bilateral growth but also to stronger ASEAN solidarity.
