Time Square 10, a new flagship large-scale beachfront development on Otres Beach 1 in Sihanoukville, has officially broke ground on December 4 after Megakim World Corp confirmed it has received all construction permits and required documentation. The approvals enable the developer to begin its planned 36-month construction period, marking an important step forward for one of the city’s most anticipated mixed-use coastal projects.
Charlotte, outlined the permit approval has been a pivotal moment for buyers observing the project. Speaking to Cambodia Investment Review, she explained: “Many people were waiting to see the official documents. Now that the permits are confirmed, interest has increased noticeably. A defined 36-month build timeline gives buyers clarity and confidence.”
She added that her audience has shown strong engagement whenever updates on Sihanoukville’s coastal developments are posted, reflecting a shift in perception toward the region. “There’s genuine curiosity again. People want to understand what Sihanoukville’s next chapter looks like, and Time Square 10 is one of the projects leading that conversation.”

Developed by Megakim World Corp, Time Square 10 consists of three 30-storey residential towers—Ocean Diamond, Ocean Gold, and Ocean Crystal. The project includes more than 1,300 units offering one- to four-bedroom layouts, as well as duplex sky residences designed for buyers seeking a blend of ocean views, affordability, and resort-style amenities.
More than 70% of units have already been sold, driven by strong early interest from both domestic and regional buyers. Unit prices start from approximately $40,000, which Charlotte described as “one of the most competitive entry points for beachfront living in Cambodia today.”
Amenities include a rooftop infinity pool, sky lounge, gym, yoga deck, cinema, clubhouse, and sky bar, aligning the project with the growing demand for hospitality-inspired residential offerings. Flexible payment options—20% down and 40 monthly instalments—have been another contributing factor to early presales momentum.
Improving sentiment in Sihanoukville’s market
Infrastructure upgrades, improved zoning regulations, and renewed tourism activity have helped stabilise Sihanoukville’s real estate outlook after years of market uncertainty. Charlotte noted that buyers are increasingly recognising these changes: “When people visit now, they can see the difference—better roads, cleaner beachfront areas, and a more balanced development approach. That’s influencing buying decisions.”
Megakim World Corp’s established track record in Phnom Penh has also strengthened buyer confidence. The developer has completed numerous residential and commercial buildings in the capital, adding weight to its ability to deliver Time Square 10 as scheduled.
