Singapore and Cambodia have officially launched a cross-border QR payment linkage between Liquid Groupās RoamQR and Cambodiaās Bakong digital payment system, marking a new milestone in ASEAN financial connectivity.
The launch took place on the sidelines of the Singapore FinTech Festival 2025 and was presided over by H.E. Dr. Chea Serey, Governor of the National Bank of Cambodia (NBC), and Sopnendu Mohanty, Group CEO of the Global Finance & Technology Network (GFTN). Senior representatives from the NBC, Liquid Group, ACLEDA Bank, and Phillip Bank also attended the event.
Strengthening Regional Financial Connectivity
Phase one of the collaboration allows Cambodian consumers and travelers to make payments by scanning RoamQR codes at participating merchants in Singapore using mobile banking applications connected to Bakong and linked to Khmer Riel accounts. The initiative is supported by ACLEDA Bank and Phillip Bank, both serving as sponsoring banks.
Future phases will expand this functionality to enable Singaporean consumers to scan KHQR codes in Cambodia for payments settled directly from their preferred Singapore mobile payment apps. This reciprocal connectivity aims to promote an inclusive and interoperable digital payment ecosystem across ASEAN.
H.E. Dr. Chea Serey highlighted that the collaboration builds upon Cambodiaās growing list of cross-border QR code payment linkages with Thailand, Vietnam, Laos, Malaysia, China, and Japan. āThis move builds upon Cambodia’s significant efforts in digital payment innovation… Together, we are taking a major step toward greater digital financial connectivity across ASEAN and beyond,ā she said.

Expanding Bakongās Digital Ecosystem
Developed by the NBC, Bakong has become one of Cambodiaās key digital financial infrastructures, promoting transparency, inclusion, and convenience in the local financial ecosystem. By partnering with Singaporeās RoamQR network, Bakongās international reach continues to expand, offering Cambodian users seamless access to regional markets while supporting tourism and trade flows.
Jeremy Tan, CEO of Liquid Group, added that the collaboration reflects āa shared goal of expanding RoamQRās reach while enabling secure, interoperable payments across borders.ā
