France’s New Ambassador Olivier Richard Reaffirms Commitment to Cambodia as Nations Target Strategic Partnership by 2026

Olivier Richard, the newly accredited French Ambassador to Cambodia, has pledged to strengthen the Franco-Cambodian relationship as both countries work toward establishing a strategic partnership by 2026.

Richard presented his credentials to King Norodom Sihamoni at the Royal Palace on Wednesday, formally beginning his diplomatic mission. According to the French Embassy, the ambassador “reaffirmed his commitment to deepening bilateral ties,” underscoring France’s intent to expand political, cultural, and economic cooperation with Cambodia.

Diplomatic and Economic Context

Ambassador Richard succeeds Jacques Pellet and brings decades of experience to Phnom Penh. His career includes senior postings in Asia, such as Deputy Head of Mission in Beijing (2018–2022), Ambassador to Myanmar (2015–2018), and Director of the French Office in Taipei (2011–2015). He also previously served in Zambia, Malawi, China, and Pakistan, as well as leadership roles in France’s development and cooperation agencies.

France and Cambodia are implementing a roadmap that aims to elevate bilateral relations into a formal strategic partnership by 2026. This framework includes expanding trade, investment, cultural exchange, and development cooperation.

High-Level Engagements Ahead

Cambodia is preparing to host its first French presidential state visit in more than 30 years, expected to coincide with the 20th Francophonie Summit in Siem Reap. The gathering is anticipated to be the largest diplomatic event in Cambodia’s history. French President Emmanuel Macron is expected to use the occasion to highlight France’s support for Cambodia’s role on the global stage, including climate diplomacy.

Deputy Prime Minister and Foreign Minister Prak Sokhonn emphasized at the recent Bastille Day celebrations in Phnom Penh that Franco-Cambodian ties remain anchored in “unbreakable linguistic and cultural bonds,” with the French language continuing to play a central role in diplomacy, science, commerce, and cultural exchange.

Expanding Trade and Investment

Bilateral trade between France and Cambodia rose 8.3% in 2024 to €1.48 billion (about $1.6 billion). Despite France running a €1.23 billion (about $1.3 billion) deficit, both governments are seeking to promote a more balanced relationship while encouraging greater French investment in Cambodia’s growing economy.

At the 3rd United Nations Ocean Conference earlier this year, Macron praised Prime Minister Hun Manet’s leadership and reaffirmed France’s support for Cambodia’s expanding international role.

Ambassador Richard’s arrival comes at a pivotal time, as both nations seek to transform historical ties into a modern, comprehensive partnership encompassing trade, development, and cultural diplomacy.
