Cambodia’s growing digital economy received a significant boost as TikTok officially enabled monetisation for the Kingdom’s estimated 10 million users, offering local content creators the opportunity to generate income directly from the platform. The announcement was made during an online safety awareness workshop co-hosted by the Ministry of Post and Telecommunications (MPTC) and TikTok.

Speaking at the event, Minister of Post and Telecommunications Chea Vandeth highlighted the platform’s growing influence, citing that TikTok now boasts nearly two billion users worldwide, including 165 million users in Southeast Asia and around 10 million in Cambodia.

“Social media has become an important communication tool and a key platform for content creation, driving both societal and economic benefits,” Vandeth said. “However, these benefits come with potential risks that require attention and appropriate guidance.”

Monetisation Model for Cambodian Creators

For the first time, TikTok users in Cambodia can now monetise their content through the platform’s newly introduced incentive programmes. Ithikorn Trutasavit, Public Policy and Government Relations Manager for TikTok in Cambodia, Thailand, Laos, and Myanmar, explained the eligibility criteria and earning mechanisms designed to reward popular content creators.

Under TikTok’s video creator bonus, users who achieve at least 10,000 followers and gain a minimum of one million video views in the preceding calendar month are eligible for a 20 percent bonus on their monthly payout. Additionally, a growth bonus allows content creators to earn up to a 15 percent bonus depending on the size of their subscriber base.

“Users need to activate monetisation settings on their account and build their subscriptions to increase their potential monthly earnings,” Ithikorn explained. “About 73 percent of the content on TikTok is entertainment, but the platform is focused on maintaining community standards to prevent inappropriate content.”

He added that content creators can receive additional rewards as their community expands, offering a new avenue for monthly income generation.

Calls for Responsible Content Creation

While welcoming the new monetisation model, Chea Vandeth urged Cambodian users to exercise caution and responsibility in their content production. He specifically warned against videos that could negatively impact society, threaten public order, or harm the environment.

“Content creators must contribute positively to society, the economy, and environmental protection,” Vandeth said. “The MPTC will support ministries or institutions facing issues with content on TikTok. All concerns should be reported to the Telecommunication Regulator of Cambodia (TRC), which oversees IT and telecommunications matters.”

Vandeth also reiterated the ministry’s commitment to promoting online safety and digital literacy through guidelines, especially focusing on children’s digital safety and improving public awareness of media literacy.

TikTok’s Role in Cambodia’s Digital Growth

Chanida Klyphun, Head of Public Policy for Southeast Asia at TikTok, highlighted the platform’s potential to serve as more than just an entertainment outlet. With over 68 percent of Cambodia’s population under the age of 30, TikTok is increasingly seen as a tool for economic development, education, and social change.

“Tiktok connects people of all ages, offering them a platform to engage, learn, and share content that matters,” Chanida said. “Short-form content on TikTok also plays an important role in raising awareness of key issues, making it a valuable tool for businesses and the education sector.”

Chanida further noted that TikTok’s global reach offers Cambodia a unique opportunity to share its cultural heritage and stories with international audiences while empowering local creators.

“In conclusion, TikTok’s potential in Cambodia is limitless. It provides a platform for creative expression, economic growth, cultural promotion, and education,” she added.

Strengthening Regulations and Cooperation

A TRC representative attending the workshop emphasized the regulator’s ongoing role in promoting online safety and consumer protection. The TRC is committed to proactive regulation and international cooperation to ensure responsible platform usage.

“Continued vigilance, investment, and multi-stakeholder collaboration are essential for building a safe and vibrant digital ecosystem in Cambodia,” the representative said.

With the monetisation feature now officially launched, Cambodia’s 10 million TikTok users are poised to become key players in the Kingdom’s expanding digital economy. However, authorities continue to stress the importance of balancing creative freedom with social responsibility to ensure that content shared on the platform supports positive development across the country.
